About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The GIS Officer is responsible for delivering high-quality spatial data services and mapping products to support the operational needs of the City Data Branch. Working under the direction of the Senior GIS Officer, the role involves collecting, editing, and maintaining spatial datasets.

Role Purpose

The GIS Officer ensures spatial data supports informed decision-making across NCDC in areas such as infrastructure, land use, and social services. This position requires strong technical skills and a collaborative approach to supporting all NCDC branches.

Key Responsibilities
  • Spatial Data Management: Maintain accurate datasets, perform basic analysis, and produce high-quality maps for reporting needs.
  • Field Data Integration: Assist with GPS and mobile data collection and ensure timely integration into GIS systems.
  • Cross-Branch Support: Provide responsive GIS support to all NCDC branches and contribute to shared team deliverables.
Education & Qualifications
  • Minimum: Bachelor’s Degree in Geographic Information Systems (GIS), Cartography, Physical Science, Geography, Surveying, or a related discipline from a recognised institution
  • Preferred: Bachelor’s Degree plus postgraduate qualifications, certifications, or a Master’s in GIS, Urban Planning, Spatial Sciences, or Geospatial Engineering
  • Valid Driver’s Licence (Class 3) – advantageous
Skills & Knowledge
    • Foundational understanding of spatial data models, coordinate systems, and geoprocessing tools.
    • Knowledge of urban planning, infrastructure, and community mapping principles.
    • Familiarity with ArcGIS, QGIS, GPS tools, and basic remote sensing applications.
    • Understanding of metadata standards, QA/QC processes, and data governance practices.
    • Awareness of PNG planning laws and NCDC operational frameworks.
    • Basic knowledge of social and demographic data as used in public service mapping.
    • Exposure to public sector workflows and multi-sectoral service delivery models.
    • Proficient in spatial data editing, analysis, and visualisation using GIS platforms.
    • Capable of producing clear, accurate maps and visual outputs to support planning and service delivery.
    • Strong attention to detail in maintaining metadata, documentation, and spatial records.
    • Effective communication skills to understand requests and present GIS outputs to non-technical users.
    • Organised, with the ability to manage multiple GIS tasks and meet deadlines.
    • Technically flexible and open to learning new tools and improving existing workflows.
    • Must be dedicated to the advancement of NCDC, its goals and vision for Port Moresby.
Work Experience
  • Minimum of 3 years’ experience in GIS-related roles, including data editing, mapping, or geospatial support.
  • Experience working in government, utilities, urban development, or social service environments is an advantage.
  • Demonstrated ability to contribute to team-based GIS outputs and respond to requests from multiple departments.
