About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The GIS Technician provides essential technical and operational support to the City Data Branch by assisting with spatial data entry, editing, and map production tasks.
Role Purpose
Working under the direction of GIS Officers, this role helps maintain accurate spatial databases and supports data collection activities. It plays a key role in ensuring reliable geospatial inputs for planning and infrastructure functions.
Key Responsibilities
- Data Entry and Management: Support accurate collection and maintenance of geospatial data using approved GIS tools.
- Mapping and Field Support: Assist in producing basic maps and field data collection activities for urban planning and social service programs.
- Technical Assistance: Provide support to senior staff by preparing base layers, digitising features, and contributing to shared tasks
- Minimum: Bachelor’s Degree in Geographic Information Systems (GIS), Cartography, Physical Science, Geography, Surveying, or a related discipline from a recognised institution
- Preferred: Bachelor’s Degree plus postgraduate qualifications, certifications, or a Master’s in GIS, Urban Planning, Spatial Sciences, or Geospatial Engineering
- Valid Driver’s Licence (Class 3) – advantageous

- Basic understanding of spatial data types, coordinate systems, and mapping principles.
- Knowledge of standard GIS tools and software functions used in map production and data editing.
- Awareness of NCDC spatial data protocols and public service mapping needs.
- Understanding of metadata entry, file naming conventions, and QA practices.
- Familiarity with GPS equipment, mobile data collection tools, and associated field procedures.
- Exposure to infrastructure and community mapping within urban settings.
- General awareness of how GIS supports service delivery in sectors such as planning, health, and environment.
- Competent in data entry, digitising, and spatial data management using common GIS platforms.
- Able to follow SOPs and instructions to support accurate and timely data processing.
- Good attention to detail when maintaining data formats, file structures, and archives.
- Capable of using GPS or mobile tools to assist in field data collection.
- Effective team player, able to coordinate with GIS Officers and respond to technical support needs.
- Willingness to learn new software and improve personal technical capacity.
- Committed to supporting NCDC’s goals and contributing to accurate and accessible geospatial information.
- Minimum 1–2 years of practical experience in a GIS support, data entry, or mapping role (If a recent Bachelor graduate, an internship or short placement will be considered).
- Experience supporting government departments, utilities, or development projects is an advantage.
- Demonstrated reliability and consistency in completing GIS-related tasks under supervision.
