About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Graphics & Multimedia Officer is a creative technical position within the Communications & Engagement Branch of the Organisational Services Directorate. Based at NCDC City Hall in Waigani, the role reports to the Senior Officer – Graphics & Multimedia and works as part of the Corporate Communications team. The position requires a high degree of proficiency in industry-standard design software (such as Adobe Creative Suite) and the ability to produce a diverse range of content, including videos, animations, and digital graphics. The role holder must be a creative storyteller capable of translating complex NCDC activities into engaging visual materials that resonate with the residents of the National Capital District.
Role Purpose
The primary purpose of this role is to support the creation and design of high-quality visual and multimedia content that effectively conveys NCDC’s messages, services, and events to the public. By delivering informative and engaging digital assets, the Officer helps enhance community outreach and public understanding of the Commission’s work. Ultimately, the role is instrumental in shaping public perception, fostering community trust, and maintaining a professional, cohesive brand identity for NCDC across all media platforms.
Key Responsibilities
- Content Creation and Design: Assist in designing and producing multimedia content, such as graphics, videos, and animations, under the guidance of the Senior Officer. Ensure all outputs comply with NCDC’s branding and communication standards.
- Campaign and Outreach Support: Support the Corporate Communications team by creating visual materials and multimedia assets for communication campaigns, outreach programs, and events. Contribute to engaging diverse audiences and enhancing public perception of NCDC.
- Event and Campaign Support: Provide multimedia coverage and production for NCDC events, including photography, videography, and real-time content creation to enhance outreach and visibility.
- Grade 12 certificate and a Diploma in Graphic Design, Multimedia Arts, Visual Communication, Digital Media, or a related field is mandatory.
- Bachelor's degree in the above subjects is the preferred qualification.
- Certifications in design tools, video editing, or motion graphics (e.g., Adobe Certified Professional) are an advantage.
- Drivers license (class 3) highly advantageous.
- Graphic Design Principles: Strong understanding of visual design elements, typography, colour theory, and layout.
- Multimedia Production: Expertise in creating videos, animations, and digital content for various platforms.
- Software Proficiency: Advanced knowledge of design and editing tools, such as Adobe Creative Suite and the like.
- Branding and Communication: Familiarity with brand guidelines and crafting content that aligns with organisational messaging.
- Digital Media Platforms: Understanding of social media, website management, and other digital channels for content distribution.
- Project and Time Management: Knowledge of managing multiple projects simultaneously and meeting deadlines effectively.
- Creative Design Skills: Ability to conceptualise and produce visually compelling graphics and multimedia content.
- Video Production and Editing: Proficiency in creating, editing, and enhancing video content for various platforms.
- Technical Software Expertise: Advanced skills in design and multimedia tools such as Adobe Creative Suite (Photoshop, Illustrator, After Effects).
- Communication Skills: Strong ability to interpret briefs and collaborate effectively with internal and external stakeholders.
- Attention to Detail: Ensuring accuracy, consistency, and adherence to branding in all multimedia outputs.
- Problem-Solving Skills: Capability to troubleshoot technical issues and adapt designs to meet diverse project needs.
- Dedication: Strong dedication to the advancement of NCDC, its goals, vision, and the development of Port Moresby.
- The role requires 1-3 years of professional experience in graphic design, multimedia production, or corporate communications in a similar position.
- Experience in producing a wide range of content, including videos, animations, digital graphics, and promotional materials, is essential.
- Prior experience in roles involving branding, public outreach, and media engagement a distinct advantage. A portfolio showcasing creative work and design versatility is also required
