Job Description

Head of Finance and Operations

The Head of Finance and Operations has responsibility for leading and managing the finance, administration and HR functions of ChildFund PNG.
The role is a key member of the Senior Management Team and will work closely with the Country director and Programs team to ensure strong program impact.

Key Responsibilities

  • Responsible for leading and managing the finance team in the provision of high quality internal and external financial reporting.
  • Manage the timely preparation of annual/long term budgets and detailed expenditure plans including departmental budgets to support project oversight
  • Ensuring appropriate financial and internal controls including delegations of authority are in place and adhered to.
  • Ensure that all project audits as requested by donors are carried out judiciously and documented evidence are provided as necessary.
  • Ensure appropriate support is provided by the finance team in the development of grant funding proposals, budgets, and subsequent reporting and compliance requirements.
  • Responsible for ensuring all regulatory and taxation requirements are met.
  • Responsible for providing procurement, logistics and administrative support for the country office.
  • Responsible for ensuring robust Security Operating Procedures (SOPS) are in place, regularly reviewed and adhered to by staff.
  • Lead all IT related initiatives, infrastructure and data security ensuring full adherence to IT policies and procedures.
  • Responsible for managing HR function with a strong focus on developing high performing teams (training and development).
  • Lead on the development, implementation and monitoring of PNG HR policies, guidelines and work health and safety standards.
  • Together with the Country Director, ensure appropriate risk management processes are in place

Qualifications & Experience

  • Bachelor’s degree in business (master’s desirable), accounting or equivalent.
  • At least 5 years of experience in a senior management role and in a similar role
  • Experience and/or understands development, in PNG context and child focused development
  • Significant experience and knowledge of Financial Management
  • Sound experience and/or knowledge of Human Resources Management
  • Strong problem solving and analytical skills
  • Excellent computer and typing skills (including Word, Excel, PowerPoint)
  • Membership in a professional accounting body, ideally CPA or CA

Other Requirements

  • Some local and international travel will be required
  • A satisfactory Police Check upon commencement and renewed every 2 years (completed by ChildFund)
  • Must have full working rights in PNG
