Our client is a well-established and rapidly growing financial services organisation operating across Papua New Guinea, and the wider Pacific region. With a an expanding workforce and ambitious plans for continued expansion, our client is seeking an experienced and commercially astute Head of People & Culture to join its Senior Leadership Team.

The successful candidate will play a pivotal role in shaping the organisation's people strategy as it continues its transformation and growth journey across the region.

The Opportunity

Reporting directly to the Group Chief Executive Officer and leading a robust People & Culture team, this is a genuine strategic leadership role. The organisation already has mature People & Culture policies, systems and frameworks in place. The opportunity for the successful candidate lies in strategic execution — driving talent acquisition in an increasingly competitive market, strengthening succession planning and leadership pipelines, and ensuring the People & Culture function operates as a true business partner to the Executive team.

Key Responsibilities
  • Develop and lead a holistic 3–5 year People & Culture Strategy aligned to the organisation's strategic plan
  • Build and strengthen succession planning, leadership development and talent pipelines across the business
  • Drive a proactive talent acquisition strategy in a tightening regional labour market
  • Provide expert advice to the Executive Committee and Senior Leadership Team on workforce planning, organisational design and high-performance culture
  • Oversee governance and administration of executive remuneration, including Short-Term and Long-Term Incentive frameworks
  • Establish and monitor People & Culture metrics, scorecards and KPIs aligned to business objectives
  • Lead the annual employee engagement survey process, including insights generation and action planning
  • Conduct annual remuneration, reward and recognition benchmarking
  • Build strong relationships with internal and external stakeholders, including regulatory and statutory bodies
About You

You are an experienced, all-round People & Culture leader who combines strategic capability with strong commercial acumen. You are equally comfortable setting long-term workforce strategy and rolling up your sleeves to drive execution and accountability.

Experience & Qualifications
  • 10+ years' senior management experience in Human Resources / People & Culture
  • Proven experience developing People & Culture frameworks, policies and strategy
  • Strong understanding of People & Culture systems, including payroll and learning management systems
  • Sound knowledge of executive remuneration, job evaluation methodologies (e.g. Hay) and incentive frameworks
  • Minimum 5 years' experience within the financial services industry
  • Detailed understanding of relevant statutory and employment law across PNG and the wider Pacific region (an advantage)
  • Bachelor's degree in Human Resources Management (essential); a Bachelor's degree in Financial Services is highly regarded
