The Role


The Head of Program Quality provides strategic leadership in program design, monitoring, evaluation, and learning across Burnet’s research and development programs in Papua New Guinea. The role ensures programs are designed and implemented with strong quality standards, evidence-based approaches, and alignment with Burnet’s country strategy and donor requirements. Working closely with senior leadership and project teams, the position will strengthen program quality systems, support evidence generation, and promote learning and continuous improvement across projects.

Key Responsibilities

  • Lead development and implementation of Burnet PNG’s Program Quality Framework

  • Strengthen monitoring, evaluation, learning, and accountability systems across projects

  • Support high-quality program design aligned with Burnet and donor standards

  • Promote cross-program learning and continuous improvement

  • Provide technical support to project teams to strengthen program quality and impact

Selection Criteria

  • Degree in public health, international development, project management, or related field

  • Significant experience in program quality management within development or health programs

  • Strong knowledge of monitoring, evaluation, and program learning systems

  • Experience working with government partners and cross-cultural teams

  • Strong organisational, analytical, and communication skills
