HEALTH EXTENSION OFFICER - WNBP

Contract Duration: One (1) year with possible extension depending on funding

Australian Doctors International (ADI) is an Australian not-for-profit organisation with more than 25 years of experience delivering community-based health programs in rural and remote Papua New Guinea. ADI works across six provinces under a Memorandum of Understanding with the PNG National Department of Health, in partnership with Provincial Health Authorities and local communities.

ADI is accredited by the Australian Government Department of Foreign Affairs and Trade (DFAT) under the Australian NGO Cooperation Program (ANCP) and is a signatory to the ACFID Code of Conduct. Our work is funded through a mix of government, corporate, philanthropic and individual donor income, and our reputation with those donors rests on delivering what we promise and reporting on it accurately and on time.

ADI HEO will work as part of a multidisciplinary team providing clinical and preventative health care services to rural communities during regular outreach patrols. The ADI HEO will also maintain an important focus on building the clinical capacity of rural health workers through case-based training and group training whilst on patrol.

This role will ensure the principles of GEDSI are applied to the entire approach in implementing policies and procedures

Responsibilities:

  • Lead role in planning and implementation of health outreach patrols with ADI/PHA Integrated Patrol Team 
  • Engages with PHA regarding clinical and public health matters 
  • Provides clinical leadership on patrols to Nursing Officers, CHWs and other patrol personnel 
  • Provides clinical treatment with case-based teaching on patrol and in rural clinics consistent with PNG’s Standard Treatment Manuals 
  • Delivers prevention information and awareness sessions on patrols and other times as required 
  • Oversee and manage ADI medical supplies and equipment for patrols  
  • Support patrol team in decision making, overseeing patrol members and cash management 
  • Attend patrol reporting including patrol summary and logistics reports
  • Support rural health clinics to enter health service patrol data 
  • Provide technical and clinical support to ADI team members 
  • Other tasks as requested by the Manager.

Selection Criteria

  • Bachelor’s degree in health and or related field (preferably a midwife or HEO).
  • Currently registered with PNG Medical Board
  • High level competence in family planning, emergency obstetrics care as well as other areas in the health field
  • Strong understanding of underlying of determinants of health in PNG, and knowledge of mainstreaming of gender and social inclusion in health programs
  • Strong communication and facilitation skills
  • Strong analytical thinking and research skills
  • 4-5 years hands on demonstrated experience in health programs
  • Proven ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate)
  • Advanced organizational skills with the ability to handle multiple assignments
  • Excellent interpersonal and communication skills
