About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Home Ownership Scheme Officer is a specialized administrative and welfare role within the Employee Wellbeing & Development Section of the Human Resources Division. Based at NCDC City Hall in Waigani, the position reports directly to the Employee Wellbeing & Development Coordinator. This role serves as the primary point of contact for employees seeking to navigate the path to home ownership, requiring a high degree of organizational skill, attention to detail, and the ability to maintain confidentiality. The officer must collaborate with internal departments and external financial or housing institutions, acting with integrity and dedication to the Commission’s vision for its workforce.

Role Purpose

The primary purpose of this role is to manage and administer the NCDC Home Ownership Scheme (HOS), a strategic program designed to facilitate affordable housing opportunities for the Commission’s employees. The Officer is responsible for the entire lifecycle of the scheme, from developing policies and procedures to conducting eligibility assessments and monitoring ongoing compliance. By providing expert guidance and support to participants, the role plays a critical part in enhancing employee wellbeing, fostering long-term staff retention, and supporting the NCDC’s commitment to improving the lives of its workforce

Key Responsibilities
  1. Scheme Management:
  • Develop and administer the Home Ownership Scheme policies and procedures.
  • Evaluate employee eligibility and process applications efficiently.
  • Ensure compliance with scheme regulations and requirements through regular monitoring and audits.
  1. Participant Support:
  • Provide guidance and support to employees throughout the home ownership process.
  • Serve as a point of contact for participant inquiries and facilitate communication with relevant stakeholders.
  • Offer counseling and assistance with financial planning to scheme participants.
  1. Stakeholder Engagement and Reporting:
  • Liaise with external partners to facilitate the operation of the Home Ownership Scheme.
  • Collaborate with HR personnel to promote the scheme and encourage employee participation.
Education & Qualifications
  • Bachelor's degree in Human Resources, Business Administration, Finance, or a related field.
  • Member of a professional body (PNGHRI)
Skills & Knowledge
  • If not already held, to acquire a knowledge of Laws including (but not limited to):
    • o First Home Ownership Scheme (FHOS) Guidelines
    • o Land Act (1996)

    • o Property Law Act (1962)
    • o National Housing Corporation Act (1990)
    • o Financial Institutions Act (2000)

    • o National Capital District Commission Act (2001)
  • Self-driven, disciplined, organized, motivated and able to work with minimal supervision.
  • High level of integrity and ethical conduct.
  • Ability to work independently and collaboratively in a team.
  • Strong understanding of housing regulations, mortgage financing, and property law.
  • Excellent communication and interpersonal skills, with the ability to engage with employees at all levels.
  • Attention to detail and strong organizational skills, with the ability to manage multiple tasks and priorities effectively.
  • Proficiency in Microsoft Office suite and database management.
  • Knowledge of relevant housing programs, schemes, and initiatives.
  • Commitment to promoting employee welfare and wellbeing through the provision of affordable housing opportunities.
  • Must be dedicated to the advancement of NCDC, its goals and vision and Port Moresby.
Work Experience
  • Minimum of 5 years of experience in housing administration, mortgage processing, or a related field.
