  • Leading growing domestic energy and power generation operator in PNG
  • Partners with business leaders to drive strategic growth and multi-site
  • Strategic role in talent management, scaling org, and safety leadership.

The Opportunity

This organisation is recognised as a key player operating within a dynamic and rapidly expanding energy sector in Papua New Guinea. Committed to aligning people strategies with corporate objectives, the company prides itself on driving talent acquisition, retention, and leadership capability during significant organisational scaling. Operating across a diverse footprint that includes head office environments, power plant operations, and rural mini-grid developments, the organisation focuses on building a high-performance, safety-first culture in a fast-paced, growing environment.

This is a perfect opportunity if you are a highly strategic, results-driven professional with a strong background in change management and multi-site HR operations. This role is ideal for those looking to elevate their career by managing the execution of complex organisational development initiatives—from workforce planning to employee relations—directly impacting sustainable business growth and compliance across all local operations.

The Role

As a strategic HR partner, you will collaborate with business leaders to accelerate headcount growth and secure critical talent across both corporate and operational plant sites. Your focus will centre on managing the full talent lifecycle, executing performance evaluation frameworks, and utilising HR metrics to ensure immaculate, audit-ready compliance.

Main duties include:
  • Strategic Partnership & Workforce Planning: Partner with business leaders to provide proactive advice on workforce planning, organisational design, and growth strategies to meet current and future business needs.
  • Talent Acquisition & Localisation: Lead robust recruitment strategies to support rapid headcount growth in technical, plant, and project roles, while developing localisation plans to increase PNG citizen representation.
  • Employee Relations & Culture: Bridge management and employee relations by addressing grievances, managing the industrial relations climate, and fostering a positive, safe, and inclusive multi-site workplace culture.
  • Performance & Talent Management: Drive the end-to-end performance management cycle, including goal setting, appraisals, performance improvement plans (PIPs), and succession planning to build leadership capability.
  • Change Management & OD: Lead the HR aspects of organisational change, structural restructures, and the integration of new sites or expansion projects while proactively managing associated risks.
  • HR Metrics, Governance & Compliance: Monitor and report on key HR metrics (turnover, diversity, engagement) while ensuring full compliance with PNG Labor laws, tax, superannuation, and work permit regulations.
  • Learning, Development & Safety: Identify capability gaps, coordinate targeted training programs, and manage leadership and coaching training for high-growth potentials while demonstrating active commitment to safety culture indicators.
Qualification and Experience:
  • Qualifications & Leadership: Holds a formal degree in Human Resources (or a related field) paired with 5–10 years of experience in HR management or executive roles.
  • Core HR Experience: Minimum of 5–8 years of progressive HR experience, including at least 3 years explicitly operating as an HRBP or senior generalist.
  • Industry & Growth Exposure: Proven track record supporting rapid corporate expansion and large-scale projects, ideally within the energy, resources, or industrial sectors.
  • Compliance & Technical Knowledge: Deep, comprehensive understanding of PNG Labor Laws, employment contracts, work permits, local tax, and superannuation regulations.
  • Strategic Competencies: Strong capabilities across strategic HR management, end-to-end talent lifecycles, change management, and organisational capability development.
  • Interpersonal & Cultural Savvy: High emotional intelligence with exceptional negotiation and conflict resolution skills to build trust across diverse corporate, industrial, expatriate, and local community teams.
