The Papua New Guinea University of Natural Resources & Environment (PNGUNRE) invites applications from suitably qualified and experienced professionals for the position of HR Policy, Compliance & Document Control Coordinator within the Human Resources Department.

PNGUNRE is committed to strengthening institutional governance, operational efficiency, accountability and service delivery across the University. As part of its ongoing organisational improvement agenda, the University is seeking a proactive, analytical and highly organised Human Resource professional to lead the development, review and management of Human Resource policies, governance documents and compliance systems that support best practice Human Resource Management.

About the Role

Reporting directly to the Human Resource Manager, the HR Policy, Compliance & Document Control Coordinator is responsible for coordinating the development, implementation, review and maintenance of the University's Human Resource policies, procedures and governance documentation while ensuring compliance with relevant legislation, University Statutes, Council policies and recognised Human Resource best practices.

The successful applicant will coordinate policy development, legislative compliance, document control, records governance and Job Description management while providing professional advice and support to Schools, Departments and Divisions on policy interpretation and compliance matters.

Working collaboratively with managers and key stakeholders across the University, the position will play a critical role in strengthening governance, standardising Human Resource practices, improving organisational compliance and supporting continuous institutional improvement.

Key Responsibilities

The successful applicant will be responsible for:

  • Coordinating the development, review and implementation of Human Resource policies, procedures, guidelines and governance documents.
  • Conducting policy research and benchmarking to ensure alignment with legislative requirements and Human Resource best practice.
  • Monitoring compliance with employment legislation, University Statutes, Council policies and Human Resource procedures.
  • Providing professional advice to management and staff on Human Resource policy interpretation and compliance matters.
  • Establishing and maintaining the University's Human Resource document control and records management systems.
  • Managing document numbering, version control, approvals, document registers and archival processes.
  • Coordinating the preparation, review and maintenance of all University Job Descriptions.
  • Conducting Human Resource compliance reviews and supporting internal and external audits.
  • Preparing policy papers, compliance reports and governance recommendations for Management.
  • Supporting organisational improvement initiatives and promoting a culture of accountability, compliance and continuous improvement.

Qualifications & Experience

Essential Requirements

Applicants must possess:

  • A Bachelor's Degree in Human Resource Management, Business Administration, Public Administration, Governance, Law, Management or a related discipline.
  • A minimum of three (3) years' relevant experience in Human Resource Management, policy development, governance, compliance, records management or document control.
  • Demonstrated experience developing and reviewing organisational policies, procedures or governance documents.
  • Sound knowledge of Human Resource legislation, governance principles and compliance requirements.
  • Experience managing confidential documentation and records.
  • Strong analytical, research and report-writing skills.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office applications and electronic document management systems.

Desirable Qualifications

Preference will be given to applicants who have:

  • Experience working within a university, statutory authority or public sector organisation.
  • Knowledge of Papua New Guinea employment legislation, Public Service requirements and University governance frameworks.
  • Experience coordinating internal compliance reviews or audits.
  • Experience implementing document management or records management systems.
  • Membership of a recognised Human Resource professional body.

Terms & Conditions

  • Appointment will be made in accordance with the PNGUNRE Terms and Conditions of Employment.
  • Performance will be assessed through the University's Performance Management System.
  • The successful applicant may be required to travel between university campuses and external agencies as required.
  • The position requires the highest standards of confidentiality, integrity and professionalism in managing Human Resource policies, governance documents and confidential records.
  • University accommodation is not a condition of employment. Preference will be given to applicants who are residents of East New Britain Province or those willing to relocate and make their own accommodation arrangements.

Salary Range

Base Salary: K47, 585.00 – K58, 162.00
