Pacific Towing under the Steamships Trading Company, is seeking a highly motivated, experienced, and results-driven HSSEQ Manager to join our team in Port Moresby.
In this role, you will be responsible for leading the development, implementation, and continuous improvement of Health, Safety, Security, Environment, and Quality (HSSEQ) systems across Pacific Towing’s landside operations. This includes office facilities, diving services, life raft servicing, and regional offices located in Lae and the Solomon Islands. This role ensures adherence to ISO-aligned Integrated Management System (IMS) Standards, local regulatory compliance, and alignment with the Logistics Division’s strategic HSSEQ framework.
Role Description
This is a full-time on-site role based in Port Moresby, Papua New Guinea. The position collaborates with the Marine HSSEQ team (which report to Steamships Ship Management) to ensure awareness and consistency in overall safety culture, incident learning, and risk controls but holds no direct authority or accountability over marine operations. The key responsibilities are as follows.
- Lead the design, implementation, and maintenance of ISO-compliant across all landside operations.
- Identifying, evaluating, and controlling risks related to health, safety, environment, and quality.
- Assist work teams in conducting thorough analysis of specific jobs and tasks to identify and mitigate potential hazards and ensure safe work practices.
- Ensure full compliance with PNG legal requirements and corporate standards, including environmental regulations.
- Lead internal HSSEQ audits for landside functions; support external audits; track and close audit findings.
- Investigate incidents, near misses, and environmental spills in landside operations, to identify root causes and prevent recurrences; share learnings with Marine where relevant.
- Providing HSSEQ training to employees, contractors, and stakeholders, ensure staff awareness of the IMS.
- Developing and implementing landside emergency response plans, conducting drills, and coordinating emergency situations for site specific risks.

Required Experience
- Minimum 10 years’ experience in a senior HSSEQ role, preferably withing maritime or logistics sectors.
- Experience conducting workplace HSSEQ trainings and behaviour-based safety programs.
Qualifications and Key Ccompetencies
- Degree in Environmental Science and/or Occupational Health and Safety or related field.
- Safety Certificate 4 or equivalent in Workplace Safety (to Australian standard).
- Excellent written and verbal communication skills in English.
- Sound report writing skills.
- Well-develop computer and IT skills with sound knowledge in MS application and electronic data transfer
- Proven leadership and coaching ability.
- An excellent team player.
