- PURPOSE:
To facilitate the effective management, care and development of employees of CLTC by supporting supervisors and managing processes of personnel planning, recruitment, appointment, orientation, remuneration, performance appraisal, and professional development, so as to further the mission of CLTC.
- MAIN COMPONENTS
- HR strategies and initiatives
- Develop and implement strategies for recruitment, document management, performance management, learning and development, change management and legislative compliance
- Work environment and staff morale
- Foster a work environment that is collegial, consultative, supportive, attractive and celebratory
- Ensure employees have the facilities, resources and time to achieve the requirements of their position
- Management and employee relations
- Mentor and coach staff as delegated.
- Manage disciplinary matters.
- Talk with staff about personal or work problems - address demands, grievances or other issues.
- Recruitment, appointment and orientation processes
- Analyse jobs, assess staffing needs, write job descriptions, advertise vacancies, help interview, select and orient staff
- Manage staff and worker contracts
- Performance Management and Professional Development
- Review and manage the performance appraisal system
- Assess training needs and plan for staff learning and development
- Recommend recipients for CLTC staff awards.
- Remuneration and benefits
- Consult with management about salaries, benefits and work environment and conditions
- Reporting
- Develop and present reports as required by Management, and ensure timely completion of follow-up requests
- Quality Assurance
- Develop, manage and review HR policies and procedures as required by Management
- Ensure employment contracts are current, fair and meet legal requirements
- Meet the HR requirements of CLTC’s Quality Management System
- PNG legal compliance
- Give advice on employment legislation and health and safety
- In consultation with the POM Centre Administrator, manage all Banz Campus immigration-related issues including visa applications and work permits.

- QUALIFICATIONS, EXPERIENCE AND VALUES
- Motivated to serve God through the use of talents, knowledge and experience
- Bachelor degree qualification, preferably with an HR focus
- Proven knowledge and experience in HR management
- Knowledge and understanding of PNG employment law and HR best practices
- Ability to plan, implement, monitor and evaluate HR strategies, policies, procedures and systems
- Ability to gain the respect of colleagues and to have wisdom and influence in decision making with both Education and S&S Divisions in relation to HR management
- Competence to build and effectively manage interpersonal relationships
- Excellent spoken, written and listening abilities in both Tok Pisin and English
- Excellent negotiation and presentation skills
- Initiative, resilience, good team member, but can work well alone
- A passion for the mission of CLTC, and an understanding of and adherence to the CLTC doctrinal statement.
