Position: Human Resources Manager

Reinhold Engineering and Group of Companies Limited is a nationally owned civil works and building construction company based in Port Moresby. As we continue to grow and strengthen our operations across Papua New Guinea, we are seeking a capable and experienced Human Resources Manager to lead our HR operations.

About the Role

The Human Resources Manager is responsible for the effective management of the Company’s human resources across Reinhold Engineering & Group of Companies Limited and its group entities.

The role provides both strategic and operational HR leadership, ensuring compliance with PNG employment legislation, supporting organisational performance, and fostering a professional, compliant, and productive workforce.

Key Responsibilities

Qualifications & Requirements

HR Strategy & Advisory

  • Develop and implement HR strategies, policies and practices aligned the Company’s business objectives
  • Provide professional HR advice to the General Manager and Management team
  • Support organizational planning, workforce structure and succession planning
  • Contribute to continuous improvement of HR systems and practices

Employment & Legal Compliance

  • Ensure compliance with PNG employment, labour and industrial relations laws.
  • Draft, review, and maintain employment contracts, job descriptions, and HR documentation
  • Manage disciplinary, grievance, and termination processes in accordance with legislation and best practices
  • Liaise with the Department of Labour and other regulatory bodies as required

Recruitment & Workforce Planning

  • Manage end-to-end recruitment and selection processes
  • Support managers with staffing needs, workforce planning, and role design
  • Ensure fair, transparent, and merit-based recruitment practices
  • Oversee onboarding and induction of new employees

Performance Management

  • Implement and manage performance management systems
  • Support managers in setting up KPIs, conducting performance reviews, and managing underperformance
  • Promote a culture of accountability, feedback, and continuous improvement

Compensation, Benefits & Payroll Support

  • Support management in developing and administering remuneration and benefit structures
  • Ensure accurate implementation of employment terms relating to salary, allowances, leave, and benefit
  • Coordinate with payroll and finance on employment-related payments and changes
  • Maintain confidential employee records and HR information systems

Training & Development

  • Identify training and development needs across the organization
  • Coordinate employee training, skills development, and capacitybuilding initiatives
  • Support leadership and management development programs
  • Maintain training records and ensure compliance with statutory requirements

Employee Relations & Engagement

  • Promote positive employee relations and a respectful workplace culture
  • Address employee queries, concerns, and workplace issues professionally and confidentially
  • Support health, wellbeing, and employee engagement initiatives

Health, Safety & Policy Support

  • Support the implementation of workplace health and safety policies in collaboration with management
  • Ensure HR practices support safe systems of work

Education & Certification

  • Bachelor’s degree in HR Management, Industrial Psychology or related field
  • Proven HR management experience, preferably in construction, engineering, or a similar industry
  • Strong knowledge of PNG employment and labour legislation
  • Experience managing employee relations and compliance matters
  • Membership of a recognized HR professional body
  • Experience in a multi-entity or group of companies environment
