TITLE: Humanitarian Manager

DEPARTMENT: Program Operations

LOCATION: Port Moresby, PNG

GRADE: 6

CONTRACT LENGTH: 12 months extendable

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they

work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Humanitarian and CVA Manager (HCM) will be responsible for Save the Children PNG’s overall emergency response and preparedness portfolio, including the management of the Disaster Ready program, leading on Anticipatory Action, as well as the development, coordination, and updating of the Emergency Preparedness Plan (EPP); organising emergency response trainings/simulations; and supporting the start-up of new humanitarian responses.

SCOPE OF ROLE:

Role Dimensions: The post holder will ensure the preparedness and response work delivered are to appropriate scale, scope, quality and accountability incorporating a child focused lens in line with the Save the Children International (SCI) humanitarian standard operating procedures and mandate.

The role reports to the Director of Program Operations and works closely with the Emergency Preparedness & Response Advisor, Regional Cash Advisor, Pacific Regional Program Operations Director and other key departments, such as Finance, Supply Chain, HR and Safety and Security as well as Save the Children PNG’s provincial field teams.

The post holder will play a leading role in the effective scale up and management of Save the Children preparedness and response to increase impact and enable positive change for children.

KEY AREAS OF ACCOUNTABILITY

Humanitarian Program Development and Quality

  • Project manage the AHP Disaster Ready program, including program design, coordination and reporting.
  • Lead on anticipatory action programing in PNG, with support from the Program Operations Director and Humanitarian team.
  • Collaborate with the Monitoring Evaluation Accountability and Learning (MEAL) team to ensure accountability systems are prepared and in place during an emergency i.e. Complaints Response Mechanisms (CRM).
  • Take the initiative in documenting lessons learnt, good practice and case studies to shape in- country strategies and programme approaches and contribute to broader sector learning.
  • Support emergency response fundraising efforts by contributing to the development of concept notes linked to the response plans/strategies.
  • Support the Senior Management Team to design preparedness and response plans and budgets that are phased and linked with existing programs.
  • Ensure that the minimum humanitarian standards are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
  • Coordinate with SMT and SC Technical expert to ensure that technical backstopping support is in place.
  • Actively engage in Humanitarian Community’s of Practice (COP)

Emergency preparedness

  • In close coordination with the Emergency Preparedness & Response Advisor, lead emergency preparedness activities for Save the Children (SC) in PNG in compliance with SC policies, donor regulations and agreements, global humanitarian standards, and the NGO code of conduct (e.g. Coordinate update of Emergency Preparedness Plan, progress Minimum Preparedness Actions, organise Emergency Response Trainings/Simulations).
  • With guidance from the Regional Cash Technical Advisor, ensure SC PNG is ready to implement cash & voucher assistance across sectors.
  • Lead emergency risk monitoring efforts and ensure internal escalation for any potential emergencies
  • Ensure quality of preparedness and response efforts through regular site visits within the response.
  • Support Supply Chain team to get local framework agreements in place as part of emergency response preparations.

Emergency response

  • In close coordination with the Emergency Preparedness & Response Advisor and Program Operations Director, lead/support the start-up of emergency responses in PNG (e.g. Activate a response, coordinate participation in interagency multi-sector rapid needs assessments and coordination bodies, draft situation reports, support development of Initial Response Plans and Response Strategies, work with sectoral Technical Advisors to develop sectoral response plans, manage master budget) in line with SC’s Global Humanitarian Strategy, ensuring maximum integration between sectors and considerations for children’s needs and gender and disability inclusion.
  • Prepare high quality and timely report (where necessary) for SC, donors and within agreed reporting schedules as required.
  • In coordination with the Risk & Compliance team, ensure effective activation and functioning of humanitarian finance and supply chain systems to procure, store and distribute supplies in a timely manner during an emergency response.

Representation & Advocacy

  • Represent SC at Disaster Ready and AHP coordination meetings
  • Represent SC at relevant cluster meetings and inter-agency coordination forums that are activated during emergencies and help shape broader sector strategies ensuring the specific needs of children are being addressed.
  • Represent SC in discussions with government, donors, civil society organisations, and with other development partner, related to emergency preparedness and response.
  • Lead National Cash Working Group meetings with guidance from the Regional Cash Technical Advisor.
  • Manage SC involvement in provincial coordination meetings through SC Area Managers.
  • Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational strategic objectives, and connect with the Info, Comms and Media team, to turn these into action.

  • Contribute to transparent ways of working ensuring key information from projects, coordination meetings and other information-sharing and lessons-learnt fora is shared in an open and transparent way to build capacity and strengthen the overall SC PNG preparedness and response.

QUALIFICATIONS

  • Education to MSc/MA/MEng level in a relevant subject or equivalent field experience

EXPERIENCE AND SKILLS

Essential

  • Strong language skills in English
  • Experience working in humanitarian programs in PNG.
  • Experience in cash and voucher assistance implementation and cash working group participation.
  • Previous experience of managing a multi-sector, multi-national team
  • Previous experience of programme management across multiple locations
  • Security management experience across a large and complex programme.
  • Commitment to, thorough understanding of, and able to train staff in participation and accountability approaches
  • Demonstrated ability to contributing to setting up monitoring & evaluation systems in large complex programs.
  • Demonstrated ability to set up learning and development processes for a large team
  • Proven ability of mentoring and coaching
  • Experience of senior level representation
  • Experience in developing and negotiating successful partnerships with institutional donors and government departments
  • Ability to write clear and well-argued assessment and project reports
