About the Role

PNGUNRE invites applications from suitably qualified and experienced candidates for appointment as Information Communications & Technology Officer – GIS & Remote Sensing (ICT–GIS/RS) within the Momis Ocean and Climate Research Institute (MOCRI), based in Rabaul, East New Britain Province.

This is a Lecturer I-level position combining academic teaching, applied research and specialist technical responsibilities in Information and Communications Technology (ICT), Geographic Information Systems (GIS), Remote Sensing (RS), spatial data management and digital technologies.

The successful appointee will contribute to teaching at undergraduate and postgraduate levels, particularly in ICT, GIS, remote sensing and related areas. The incumbent will also support research and field-based activities by applying geospatial and digital technologies to ocean, climate, atmospheric, coastal, land and environmental studies.

In addition to academic responsibilities, the position will provide specialist oversight and support for MOCRI's ICT systems, GIS/RS applications, research databases, computer networks, e-learning platforms and other digital infrastructure required for teaching and research.

The position reports directly to the Dean – Momis Ocean and Climate Research Institute (MOCRI) and will work collaboratively with academics, researchers and technical staff across the Institute and University.

Key Responsibilities

  • Teach undergraduate and postgraduate courses in ICT, GIS, remote sensing, spatial data analysis and related areas.
  • Prepare and deliver lectures, tutorials, laboratory practicals, field exercises and assessments.
  • Contribute to curriculum development and review and prepare relevant teaching and e-learning materials.
  • Support and supervise undergraduate and postgraduate student research involving ICT, GIS, remote sensing and spatial analysis.
  • Undertake applied research and contribute to multidisciplinary research in ocean, climate, atmospheric, coastal, land and environmental sciences.
  • Apply GIS and remote sensing technologies to environmental monitoring, mapping, spatial modelling, resource assessment and research.
  • Assist researchers and students with spatial data collection, management, analysis, interpretation, visualisation and presentation.
  • Contribute to scholarly publications, research seminars, conferences and collaborative research activities.
  • Assist in developing research proposals and participate in externally funded research and consultancy projects.
  • Provide specialist oversight and support for MOCRI's computer systems, networks, software, GIS/RS platforms and related digital research infrastructure.
  • Ensure computer systems and networks are secure, functional and appropriately maintained for academic and research use.
  • Support the development and administration of research databases and digital information systems.
  • Support e-learning platforms and technology-enabled delivery of undergraduate, postgraduate and short-course programs.
  • Work collaboratively with academics and researchers across PNGUNRE on multidisciplinary research and teaching activities.
  • Assist in organising and supervising student field trips, practical activities and research requiring GIS/RS and ICT applications.
  • Contribute technical and academic expertise to collaborative projects involving government agencies, communities, industry and research institutions.
  • Participate in MOCRI and University academic governance, seminars, quality assurance and administrative activities.
  • Maintain appropriate documentation, inventories and records relating to ICT and GIS/RS resources.

Qualifications, Knowledge, Skills & Experience

Applicants should demonstrate:

  • A Master's degree in Information and Communications Technology, Information Technology, Computer Science, Geographic Information Systems, Remote Sensing, Geoinformatics, Spatial Science, or a closely related discipline.
  • A minimum of three (3) to five (5) years of relevant professional, teaching and/or research experience, preferably within a university, research institution, government agency or relevant professional environment.
  • Demonstrated knowledge and practical experience in GIS and remote sensing technologies, spatial data analysis and their application to environmental, ocean, climate or natural resource research.
  • Demonstrated competency in computer networking, systems administration, programming, database management and ICT support.
  • Ability to teach and provide practical instruction in ICT, GIS, remote sensing and related digital technologies.
  • Demonstrated capacity to support undergraduate and postgraduate student research.
  • Ability to collect, manage, analyse, interpret and present spatial and research data.
  • Experience with GIS/RS software and geospatial data platforms used for mapping, spatial analysis and environmental monitoring.
  • Knowledge of e-learning platforms and technology-supported teaching and learning.
  • Demonstrated research capability and an interest in developing scholarly publications in ICT, GIS/RS or related applied research areas.
  • Ability to participate effectively in multidisciplinary research and externally funded projects.
  • Strong analytical, problem-solving, communication and project management skills.
  • Ability to work effectively with academics, researchers, students, government agencies, communities and external research partners.
  • Understanding of Papua New Guinea's environmental, natural resource and sustainable development context.
  • High standards of academic integrity, professionalism and responsible management of University ICT and research resources.

Lecturer I: K51,328.00 – K62,733.00
Lecturer II: K56,165.00 – K68,647.00
