About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The ICT Officer – Systems, Applications & Database manages, maintains, and optimises NCDC’s core business systems, applications, and databases to ensure reliable, secure, and efficient service delivery. The role focuses on system configuration, updates, integrations, data backups, recovery, and security monitoring, ensuring all systems operate in compliance with ICT standards and data protection requirements. Working within the ICT Branch, the position collaborates with internal users, teams, and service providers to support seamless digital operations, enhance data accuracy, and improve accessibility of organisational information.
Role Purpose
Reporting to the Manager – ICT, the purpose of the ICT Officer – Systems, Applications & Database is to ensure NCDC’s core digital systems and databases are secure, reliable, and optimally configured to support organisational operations. This is achieved by maintaining and optimising systems, performing backups and recovery, monitoring security, and coordinating updates and integrations. The role contributes to improved data accuracy, operational efficiency, and compliance with ICT standards and organisational policies.
Key Responsibilities
- Manage, maintain, and optimise NCDC’s core systems, applications, and databases to ensure secure, reliable, and efficient operation, while providing support to internal users and teams.
- Perform system configuration, updates, integration activities, regular backups, recovery procedures, and security monitoring to maintain operational integrity and compliance with ICT standards.
- Monitor system performance, maintain records of changes and activities, report on issues and improvements, and coordinate with service providers to support effective digital operations across NCDC.
- Minimum: Grade 12 with a Diploma in Information Technology, Computer Science, or a related discipline.
- Preferred: Bachelor’s degree in Information Technology, Computer Science, or Information Systems.
- Certifications in Database Administration (SQL/Oracle), System Administration (Linux/Windows Server), or Application Support are advantageous.
- Understanding of ICT legislation including the National Information and Communication Technology Act (2009), Digital Government Act (2022), and ICT Policy Act (2008).
- Knowledge of system administration, database management, and application deployment.
- Familiarity with web-based systems, APIs, and data integration principles.
- Understanding of backup, recovery, and disaster recovery strategies.
- Knowledge of ICT security practices and user access management.
- Awareness of ICT service management frameworks (e.g. ITIL)
- Proficiency in operating systems (Windows Server, Linux), databases (MySQL, SQL Server, Oracle), and enterprise applications.
- Strong analytical and problem-solving skills.
- Effective communication and documentation abilities.
- Ability to manage multiple systems and priorities simultaneously.
- Strong teamwork and customer service orientation.
- High attention to detail and commitment to confidentiality
- Minimum three (3) years’ experience in systems, applications, or database administration in a large organisation or public sector environment.
- Demonstrated experience in system installation, database management, application support, and troubleshooting.
- Experience working with vendors and managing software upgrades or migrations.
