LANDS OFFICER
Hargy Oil Palms Limited (HOPL) is an Oil Palm plantation company based in Bialla, West New Britain Province. A remote location situated approximately 2 and half hours’ drive east of Kimbe town.
HOPL currently has a vacancy for a suitably qualified and experienced Lands Officer who will join its General Administration Department and deliver support services to HOPL, its Oil Palm Growers and stakeholders.
Primary Objectives:
Reporting to the Lands Manager, the Lands Officer will be required to provide support to the Small Holder Oil Palm growers and facilitate the dissemination of land instruments related to the acquisition and granting of state leases and where possible assist in the processing of land applications for Oil palm land settlement schemes and Village Oil Palm blocks. The role will also be required to assist in the maintenance and registration of any Oil Palm extension projects for the HOPL and ensure that all statutory requirements are fully ascertained for the company under the RSPO, free, prior informed consent process.
Competencies
To perform the job successfully, it is expected that the applicant can demonstrate the following competencies:
- Arrange community engagement message tracks for Free, Prior and Informed consent for land acquisition expansion projects.
- Assist in the facilitation and formation of ILGs to ensure that all have proper constitutions and work closely with the district commerce officers to establishing solid business practices for the registered groups.
- To facilitate the process of registration of all Lease-Leaseback land dealings involving ILGs desirable in new Oil Palm development projects and guide them on the rights and obligations conversant with the laws of PNG.
- Able to assist in the delivery of alternate dispute resolution mechanism approaches where there is dispute over ownership of land with the support from the relevant government agencies.
- Work with Smallholder Extension services officers and the OPIC to ensure that Clan Land Use Agreements (CLUA for all Village Oil Palm blocks are appropriately registered using the FPIC process.
- Assist in the preparation and delivery of awareness on important land matters to the Bialla Smallholder Oil Palm growers.
- Be responsible for the lodgement of all land title instruments at the National Department of Lands, the WNB Provincial Lands Division and other relevant government authorities.
- Follow up with Provincial lands division and the National Department of lands and other relevant authorities to ensure that documentation related to the granting of state leases and any land applications are processed in a timely manner.
- Review and implement Standard Operating Procedures for the land payment system, Lease-Leaseback and other internal land administrative matters.
- Technical knowledge on the use of a hand-held GPS in undertaking GPS surveys to identify land boundaries and any conflicting or overlapping areas.
- Willing to live and work in a remote area or setting.
- Any other relevant duties as required.
Education and Background
- Degree in Land Studies or related with 2-5 years of job experience in a similar role.
- Experience in ADR techniques, deep understanding of clan structures and the social norms of West New Britain Province.
- Some experience in the formulation of message tracks, delivery of community engagement consultations in public meetings, and public speaking.
- Knowledgeable of the Land Act 1996, Customary Land Registration Act, RSPO rules and regulations and other related laws of PNG
- Class 3 drivers Licence desirable.
