We are seeking a competent and flexible individual to fill the vacant position of Lands Officer. This position is based in Kimbe, West New Britain Province and reports to the Lands Manager.

LANDS OFFICER

Job Purpose:

The Lands Officer is responsible for supporting the effective management of company land assets by ensuring land tenure security, compliance with statutory and customary land requirements, and maintaining positive relationships with landowners, government authorities, and local communities. The role supports plantation operations through land administration, boundary management, dispute resolution, and documentation.

Main Responsibilities:

  • Assist in the acquisition, registration, renewal, and maintenance of land titles, leases, easements, and permits.
  • Ensure compliance with all relevant land laws, regulations, and statutory requirements.
  • Maintain accurate and up-to-date land records, maps, agreements, and correspondence.
  • Coordinate with relevant government agencies on land matters, surveys, and approvals.
  • Liaise with customary landowners, Incorporated Land Groups (ILGs), village leaders, and communities.
  • Support negotiations, consultations, and awareness programs related to land use and access.
  • Assist in resolving land-related disputes and grievances in a timely and culturally appropriate manner.
  • Support the implementation of landowner agreements and benefit-sharing arrangements.
  • Assist in land boundary identification, demarcation, and verification in coordination with surveyors.
  • Monitor and report encroachments, illegal occupation, or land use conflicts.
  • Support ground verification exercises and site inspections.
  • Prepare reports, briefs, and updates on land matters for management in a timely manner.
  • Ensure proper filing and safekeeping of legal documents, agreements, and maps are maintained all the time.
  • Support internal or external audits, due diligence exercises, and inspections related to land tenure.
  • Keep and maintain all land-related registries updated.
  • Comply with company Health, Safety, and Environmental (HSE) policies at all times.
  • Promote safe work practices during field activities and community engagements.
  • Perform any other land-related duties as assigned by the Lands Manager from time to time.

Job Requirements:

  • Degree in Land Management Studies, Property Management or a related field.
  • Minimum 5 years experience in land administration, preferably within plantations, agriculture, or resource industries.
  • Sound knowledge of land tenure systems, including customary land issues.
  • Experience working with government land agencies and customary landowners.
  • Familiarity with land legislation and regulatory frameworks in Papua New Guinea.
  • Strong communication and interpersonal skills.
  • Ability to engage effectively with communities and stakeholders.
  • Good negotiation and conflict-resolution skills.
  • Strong record-keeping and reporting ability.
  • Basic computer skills (MS Word, Excel, email, mapping systems).
  • Willingness to travel and work in remote locations.
  • High level of integrity and professionalism.
  • Culturally sensitive and respectful.
  • Organized, detail-oriented, and reliable.
  • Ability to work independently and as part of a team
