About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Lands Valuer and Assessor is a specialist role responsible for providing expert land valuation and assessment services to support land use planning, property administration, and revenue generation across the National Capital District. The role ensures that valuations for acquisition, leasing, compensation, rating, and disposal are accurate, transparent, and aligned with urban development objectives. Working within PNG’s legislative framework—including the Land Act 1996, Physical Planning Act, and Valuation Act—the position contributes to fair land management and sustainable urban growth while collaborating with internal NCDC branches, customary landowners, and external agencies such as the Valuer General’s Office.
Role Purpose
The purpose of the Lands Valuer and Assessor is to support informed land use and planning decisions through accurate property valuations and land assessments. By providing valuation reports, technical advice, and assessment data, the role ensures that land transactions, compensation, and revenue collection are fair, consistent, and legally compliant. The position also contributes to dispute resolution, planning policy implementation, and governance of land resources, helping promote orderly, equitable, and sustainable development across Port Moresby.
Key Responsibilities
- Conduct land and property valuations for acquisition, leasing, compensation, rating, and disposal, ensuring assessments are accurate, transparent, and compliant with PNG legislation and NCDC policy.
- Provide technical advice and assessment inputs to support land use planning, development proposals, and revenue generation, contributing to informed decision-making and fair land management outcomes.
- Collaborate with internal NCDC branches, the Valuer General’s Office, customary landowners, and external stakeholders to provide valuation data, reports, and guidance that support planning, governance, and sustainable urban development.
- Minimum: Diploma in Property Valuation, Land Economics, Urban and Regional Planning, or a related field, supported by training in land management or valuation methods.
- Preferred: Bachelor’s degree in Land Valuation, Property Economics, Surveying, Urban Planning, or a closely related discipline from a recognised institution.
- Preferred: Eligible for membership with a recognised professional body (e.g., PNG Institute of Valuers, PNG Institute of Planners, or equivalent).
- Knowledge of relevant legislation, or willingness to acquire knowledge of: Valuation Act (1967), Land Act (1996), Physical Planning Act (1989 & 2001), Survey Act (1969), NCDC Act (2001), and Public Procurement Act (2021).
- Understanding of land valuation principles for leasing, acquisition, compensation, rating, and disposal in both customary and state land contexts.
- Familiarity with land tenure systems in PNG, including the differences between customary land, state leases, and informal settlement occupation.
- Knowledge of zoning permitted land uses, and how land use classification affects statutory valuations and rate calculations.
- Understanding of the relationship between land value, infrastructure access, and urban development trends in metropolitan areas.
- Valuation Practice: Ability to apply standard valuation methodologies across a range of urban property types, land use classes, and tenure scenarios.
- Land and Market Analysis: Competent in analysing land use, recent sales evidence, market trends, and tenure-related risks.
- Reporting and Interpretation: Skilled in preparing clear, defensible valuation reports, land assessments, and written briefings for statutory or operational use.
- Stakeholder Coordination: Strong communication skills for liaising with landowners, legal teams, surveyors, and external agencies such as DLPP and OVG.
- Technical Proficiency: Competent in GIS, Microsoft Office, and property information systems used for spatial mapping and land data management.
- Professionalism and Public Sector Values: Demonstrated integrity, attention to detail, and commitment to impartiality and service within a regulatory environment.
Work Experience
- Minimum of 3 years’ experience in property valuation, land assessment, or land administration within a public sector, surveying, or consulting environment.
- Experience conducting urban statutory valuations for rating, acquisition, or lease purposes.
- Prior involvement in field inspections, valuation data gathering, or tenure verification in mixed-use or informal urban settings.
- Experience supporting legal or planning teams with valuation advice, report preparation, or public sector decision-making processes is an advantage.
