About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Lead Surveyor supports the Manager – Civil Survey & Design in coordinating and overseeing land and engineering survey activities that underpin NCDC infrastructure planning, design, and development. The role ensures accurate and reliable survey data, mapping outputs, and spatial information are collected, verified, and delivered to support engineering design, project preparation, and construction activities. By supervising survey teams and coordinating external consultants, the Lead Surveyor ensures quality, consistency, and timely delivery of survey services across projects.
Role Purpose
The role exists to provide accurate and reliable survey information to support infrastructure planning, design, and development across NCDC. It ensures effective coordination of survey operations, maintenance of survey control systems, and delivery of high-quality spatial data to enable sound engineering and project decision-making.
Key Responsibilities
- Plan, coordinate, and oversee land and engineering survey activities to support infrastructure design and project delivery
- Ensure accuracy, reliability, and consistency of survey data, mapping outputs, and control networks
- Supervise survey teams, chainmen, and external contractors to ensure efficient and safe field operations
- Verify and validate survey data collected from field and office processes
- Coordinate survey activities with engineering, planning, and project teams to meet project timelines
- Maintain survey control networks, benchmarks, and spatial reference systems
- Ensure preparation and delivery of survey plans, drawings, and mapping outputs for design and construction use
- Liaise with consultants, contractors, and utility providers to support survey requirements
- Review and quality-check external survey consultant outputs for compliance with NCDC standards
- Provide technical input into survey scopes, methodologies, and resource requirements
- Minimum: Diploma or Degree in Surveying, Geomatics, Civil Engineering, or a closely related field from a recognised institution and Valid Driver’s License (min. class 3).
- Preferred: Degree as above, with additional training in Geospatial Systems, Survey Technologies, or Infrastructure Planning.
- Preferred: Eligible for registration or membership with a recognised professional surveying (PNGSA) or engineering body (IEPNG).
- Strong knowledge of land and engineering survey principles, methods, and practices
- Ability to operate and supervise use of survey equipment (GPS, total stations, etc.)
- Strong understanding of coordinate systems, mapping standards, and survey control networks
- Ability to interpret and produce survey plans, drawings, and spatial data outputs
- Strong leadership skills in supervising survey teams and coordinating field operations
- Strong problem-solving skills in resolving boundary issues, site constraints, and data discrepancies
- Good communication and stakeholder coordination skills with engineers, planners, and contractors
- Ability to manage multiple survey priorities and meet strict project deadlines
- Strong attention to detail with commitment to accuracy, safety, and compliance
- Professionalism, integrity, and adherence to survey standards, regulations, and workplace safety requirements
- Minimum of five (5) years of progressively responsible experience in land or engineering surveying.
