About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Liquor Licensing Inspector – is responsible for enforcing liquor licensing regulations, conducting inspections, investigating complaints, and ensuring compliance within the MNW electorate. The role involves frequent field visits to licensed and unlicensed premises, public consultations, and coordination with internal NCDC departments and external stakeholders, including licensees, government agencies, and the community. The position operates under the guidance of the Senior Liquor Licensing Officer and the Manager – Licensing and requires resilience to external pressures and strong professional integrity.
Role Purpose
The purpose of this role is to process liquor license applications, monitor compliance with NCD Liquor Law and related legislation, conduct inspections and investigations, maintain accurate records, provide advice on licensing processes, and support transparent and legally compliant operations within the MNW electorate. The role ensures that business operators follow licensing conditions, complaints are investigated and resolved, and community engagement is conducted in a culturally appropriate manner.
Key Responsibilities
- Attend weekly team meetings to report on activities, actions, and progress.
- Provide advice at Licensing Pre-Committee meetings on liquor license applications.
- Develop and implement weekly activity work plans aligned with annual objectives.
- Compile and submit reports on activities, inspections, complaints, and compliance matters.
- Complete annual Performance Appraisal documentation and participate in performance reviews.
- Liaise with Investment Promotion Authority, Building Board, Physical Planning, Lands Department, and other stakeholders regarding liquor licensing matters.
- Assess and process liquor license applications and ensure all documentation is complete.
- Provide guidance and advice to applicants on licensing requirements and processes.
- Conduct public consultations on liquor-related matters in MNW.
- Prepare inspection reports with recommendations for Senior Liquor Licensing Officer.
- Conduct regular inspections to ensure compliance with NCD Liquor Law, regulations, and license conditions.
- Monitor licensed premises and take corrective actions for breaches or non-compliance.
- Prepare and serve infringement notices where required.
- Investigate public complaints regarding liquor operations and ensure appropriate resolution.
- Request additional security or personnel during inspections or enforcement activities when risks are identified.
- Maintain accurate and up-to-date liquor licensing records and registries for MNW.
- Develop and maintain electronic and manual filing systems for confidential record-keeping.
- Attend workshops, training sessions, and professional development activities as required.
- Perform additional duties as assigned by Supervisor or Manager.
- Support other Licensing staff in delivering their functions when needed.
- Ensure budgeted spending is approved, documented, and compliant with NCDC policies.
- Act with professionalism, honesty, and integrity in all interactions with clients, stakeholders, and the public.
- Bachelor in Environmental Health Science preferred (min. Diploma in Environmental Health Science required
- Registered Environmental Health Officer with PNG Medical Board.
- General understanding of liquor licensing practices.
- Liquor and Trade Laws (including NCD Law Chapter 3 of 1984, Trading Act & Regulation, Secondhand Dealers Act & Regulation, Lottery Act, Places of Entertainment Act & Regulations)
- Public Health Act and Regulations (Barber Shop Regulation)
- Food Sanitation Act & Regulation
- Fair knowledge of NCDC Act, bylaws and policies of NCDC, Physical Planning Act and Building Act
- Strong communication and interpersonal skills displaying a sense of fairness, sensitivity, tact, discretion, and confidence.
- A drive for continuous improvement towards new effective and efficient processes.
- Strong computer and writing skills to produce quality reports, Action Plans and Licensing policies and SOP’s as required.
- Ability to work with minimal supervision, meet demands and deadlines, work under high pressure, maintain confidentiality, be organized, self-disciplined, self-motivated, honest and reliable.
- Must be dedicated to the advancement of NCDC, its goals and vision for Port Moresby.
- Exposure to and skills to oversee the assessment of development proposals for large, complex, prominent or sensitive projects.
- Experience in decision-making and providing advice to assist others in making inform decisions, and to work collaboratively with professionals from various disciplines as part of a team.
- Ability to consider and balance competing issues and arrive at a pragmatic outcome.
- Sound knowledge of, or ability to understand relevant legislation, plans, policies and standards.
- Experience in Local Government, particularly the preparation of plans/policies and assessment of development applications is desirable.
At least 3 years of equivalent position experience within a compliance-based role in private sector or other Government Department
