About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Maintenance Coordinator is a supervisory role within the Buildings & Facilities Branch of the Corporate Affairs Directorate. Based at City Hall in Waigani, the role is responsible for the direct oversight of six technical trades staff and the coordination of external contractors. This position involves balancing administrative tasks—such as reporting and resource planning—with active, on-site supervision of both preventative and reactive maintenance works. Operating within approved budgets, the Coordinator must ensure high standards of safety and professionalism are maintained across all NCDC-managed assets.

Role Purpose

Reporting to the Manager – Buildings and Facilities, the primary purpose of this role is to plan, coordinate, and supervise maintenance activities to ensure that all NCDC buildings and facilities remain safe, functional, and compliant with operational standards. The Coordinator is tasked with prioritizing workflows to minimize facility downtime and preserve the condition of the Commission's physical assets. By efficiently managing labor, materials, and contractor engagement, the role supports the continuous improvement of NCDC’s facilities management operations and service delivery.

Key Responsibilities
  • Maintenance Coordination and Delivery: Coordinate, prioritise, and oversee preventive and corrective maintenance activities across all NCDC buildings and facilities, ensuring works are completed safely, efficiently, and in accordance with approved standards and schedules.
  • Team Supervision and Contractor Oversight: Lead and supervise technical maintenance staff, ensuring effective task allocation, performance management, and adherence to OHS standards, while coordinating and monitoring the quality and timeliness of works delivered by external contractors and service providers.
  • Resource, Compliance and Reporting Management: Manage maintenance resources, materials, and procurement activities within approved budgets and procedures, ensuring accurate record-keeping, compliance with NCDC financial and safety policies, and timely reporting to the Manager – Buildings and Facilities.
Education & Qualifications
  • Minimum: Trade Certificate or Diploma in Building Maintenance, Building Services, Construction, Plumbing, Electrical, or a related technical field from a recognised institution and Grade 12 certification.
  • Preferred: Additional certification in Facilities Management, Project Management, or Occupational Health and Safety, and
  • Must hold a Driver’s License (minimum Class 3).
Skills & Knowledge
  • Sound knowledge of building maintenance systems and practices, including structural, plumbing, electrical, and air-conditioning components.
  • Knowledge of maintenance scheduling tools and work order systems to support digital reporting and resource tracking
  • Understanding of preventive and corrective maintenance planning and scheduling.
  • Basic understanding of energy efficiency and sustainability practices, e.g., reducing power/water usage through better maintenance routines
  • Familiarity with PNG building codes, OHS regulations, and other statutory requirements relevant to facilities maintenance.
  • Knowledge of procurement and contractor management processes within a government or large-scale organisation.
  • Knowledge of risk assessment and hazard identification procedures particularly relevant when supervising technical works in electrical or confined spaces
  • Awareness of asset management and cost-control principles.
  • Strong organisational and planning skills to manage competing maintenance priorities.
  • Technical diagnostic ability to identify faults and assess appropriate repair solutions across multiple trades (electrical, plumbing, HVAC, etc.)
  • Effective leadership, supervisory skills, time management and prioritisation for coordinating technical and trade staff.
  • Problem-solving and decision-making abilities to address operational issues promptly.
  • Ability to interpret technical drawings, plans, and manuals for verifying contractor works or troubleshooting building systems.
  • Negotiation and contractor supervision skills to ensure value for money and adherence to standards.
  • Clear communication and interpersonal skills for working with staff, contractors, and internal stakeholders.
  • Competence in reporting, record-keeping, and use of Microsoft Office; familiarity with maintenance management software is desirable.
  • Commitment to NCDC’s values and to maintaining high standards of service, safety, and professionalism.
Work Experience
  • Minimum of five (5) years’ experience in building or facilities maintenance, including at least two (2) years in a supervisory or coordination capacity.
  • Demonstrated experience overseeing maintenance teams and working with contractors and suppliers to deliver building and facility services.
  • Experience within government, municipal, or large institutional facility operations is an advantage.
