About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Manager – City Data provides strategic and operational leadership of the Commission’s geospatial and spatial data functions. The role ensures accurate, integrated, and accessible spatial data supports urban planning, infrastructure development, service delivery, and informed decision-making across all NCDC directorates.
Leading a specialised GIS team, this position acts as the key link between City Data services and internal branches, translating operational and policy needs into practical, high-quality spatial data solutions aligned with NCDC’s strategic objectives.
Role Purpose
The Manager – City Data leads the Commission’s geospatial operations to ensure reliable spatial data underpins planning, infrastructure, asset management, and service delivery across the NCDC.
The role oversees the development, maintenance, and governance of key spatial datasets and systems, supports internal branches with tailored GIS solutions, and promotes a culture of data excellence, collaboration, and continuous improvement across the organisation.
Key Responsibilities
- Provide strategic oversight of NCDC’s GIS and spatial data systems
- Manage daily operations of the City Data Branch and lead a multidisciplinary GIS team
- Develop and maintain enterprise geodatabases and spatial data standards
- Deliver mapping, spatial analysis, and data solutions to support planning and service delivery
- Coordinate GIS activities across branches and manage vendor and software relationships
- Lead GIS-related planning, budgeting, and project delivery
- Work closely with IT to integrate GIS with other city systems
- Support staff and internal users through training and technical guidance
- Contribute to GIS governance, policies, and standards
Minimum:
- Bachelor’s Degree in Geographic Information Systems (GIS), Cartography, Physical Science, Geography, Surveying, or a related discipline from a recognised institution
- Bachelor’s Degree plus postgraduate qualifications, certifications, or a Master’s in GIS, Urban Planning, Spatial Sciences, or Geospatial Engineering
- Valid Driver’s Licence (Class 3) – advantageous
- Strong knowledge of GIS principles, spatial data management, and urban planning applications
- Proficiency in GIS platforms such as ArcGIS, QGIS, or equivalent
- Experience developing and managing enterprise geodatabases and spatial datasets
- Strong analytical and problem-solving skills
- Ability to lead, mentor, and manage technical teams
- Excellent written and verbal communication skills
- Proven stakeholder engagement and cross-branch collaboration skills
- Understanding of relevant legislation including the Physical Planning Act, Land Act, and NCDC Act
- Commitment to NCDC’s vision and the development of Port Moresby
- Minimum 5–7 years’ progressive experience in GIS or spatial data management
- At least 3 years in a supervisory or strategic leadership role
- Demonstrated experience managing enterprise GIS systems and spatial data infrastructure
