About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Manager – Civil Survey & Design leads NCDC’s Civil Survey & Design Branch, overseeing surveying, mapping, and civil engineering design functions that support infrastructure planning and delivery. The role ensures proposed road, drainage, and other civil projects are backed by accurate survey data, technically sound designs, and complete documentation. By translating infrastructure requirements into buildable designs, the Branch enables the Civil Projects Branch and other teams to implement works efficiently. The Manager collaborates closely with the Director – Engineering & Infrastructure and other engineering branches to ensure outputs align with NCDC’s engineering standards, capital works program, and infrastructure priorities.

Role Purpose

The role exists to manage survey and design activities, ensuring infrastructure projects are technically prepared, compliant with standards, and ready for procurement and construction. By providing strategic leadership, coordinating survey and design teams, and ensuring accurate technical documentation, the Manager supports effective project delivery, reliable infrastructure planning, and informed decision-making across NCDC’s engineering and civil works operations.

Key Responsibilities
  • Lead and manage all civil survey and geospatial data activities, ensuring accurate mapping, control points, and survey records to support planning, design, and project preparation.
  • Oversee the preparation and technical review of civil engineering designs, drawings, specifications, and documentation for roads, drainage, and other municipal infrastructure projects.
  • Coordinate survey and design outputs with internal branches, consultants, and project teams to ensure projects are technically ready for tender and implementation.
  • Provide technical advice on project planning, feasibility studies, design development, and construction implementation.
  • Ensure all designs and survey outputs comply with engineering standards, municipal regulations, and infrastructure design guidelines.
  • Maintain quality assurance practices for survey and design outputs, ensuring designs are practical, accurate, and constructable.
  • Plan and allocate resources for survey and design projects, including managing internal teams and external consultants as required.
  • Support project budgeting, procurement, and tender processes by providing cost estimates, Bills of Quantities, and technical documentation.
  • Foster a positive Branch culture aligned with NCDC values, including professionalism, integrity, collaboration, innovation, and service excellence.
  • Lead, mentor, and develop staff through regular performance reviews, activity planning, and professional development initiatives.
  • Perform other duties as assigned by the Director, Deputy City Manager, or City Manager.
Education & Qualifications

Minimum:
  • Minimum: Bachelor in Civil Engineering, Surveying, or a closely related field from a recognised institution and Valid Driver’s License (min. class 3).
Preferred:
  • Bachelor’s degree as above, with additional certification or training in Civil Design, Geospatial Systems, Infrastructure Planning, or Project Management.
  • Eligible for membership as a Registered Engineer or Surveyor with the Institute of Engineers Papua New Guinea (IEPNG) or a recognised professional body.
Skills & Knowledge
  • Strong leadership and team management skills to guide survey and design staff in delivering accurate and timely outputs.
  • In-depth knowledge of civil engineering survey, mapping, and infrastructure design processes for roads, drainage, and urban development.
  • Ability to review and assess engineering designs, drawings, and technical documentation for accuracy, feasibility, and constructability.
  • Knowledge of engineering design standards, municipal regulations, and public procurement requirements.
  • Competency in project budgeting, preparation of technical documentation for tendering, and cost estimation.
  • Strong interpersonal and communication skills for effective coordination with internal teams, consultants, contractors, and regulatory authorities.
  • Analytical and problem-solving skills to assess site constraints, technical challenges, and provide practical engineering solutions.
  • Familiarity with geospatial data management, infrastructure planning, and technical coordination within municipal engineering contexts.
  • Proficiency in relevant engineering software, survey tools, and Microsoft Office Suite.
  • Commitment to NCDC’s values and goals, ensuring survey and design outputs support safe, effective, and sustainable infrastructure delivery.
Work Experience
  • Minimum of five (5) years of progressively responsible experience in civil engineering design, infrastructure planning, surveying, or related technical roles.
  • Demonstrated experience leading engineering or survey teams and preparing technical documentation for infrastructure projects.
  • Experience working within government, municipal engineering departments, consulting firms, or infrastructure project environments is desirable.
