About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Manager – Communications & Engagement leads NCDC’s corporate communications and public engagement functions, ensuring clear, consistent, and accessible information about NCDC services, programs, and initiatives is effectively communicated to the public and stakeholders. The role provides strategic oversight of internal and external communications, digital platforms, and customer service channels, including front counter operations. It plays a key role in improving public awareness, enhancing transparency, and supporting NCDC’s mandate to deliver efficient and responsive services.

Role Purpose

The role exists to shape, coordinate, and manage NCDC’s communication and engagement activities, ensuring messaging is accurate, timely, and user-focused. By providing strategic leadership, managing communication channels, and leveraging data insights, the Manager – Communications & Engagement strengthens public understanding, improves access to services, and contributes to a more responsive and effective organisation. The position also leads a team responsible for delivering communication strategies, campaigns, and public engagement initiatives that align with corporate priorities.

Key Responsibilities
  • Lead the development and implementation of NCDC’s corporate communications strategy, ensuring messaging is consistent, clear, and accessible across all services, programs, and branches.
  • Oversee customer service channels, public-facing communication platforms, and digital engagement tools to improve service accessibility and public understanding.
  • Provide strategic communication support to all Directorates and Branches, ensuring materials meet quality, compliance, and branding standards.
  • Translate technical information into accessible public messaging and coordinate organisation-wide communication initiatives for consistency.
  • Oversee NCDC’s digital platforms, including website management, content development, and digital engagement strategies to improve reach and user experience.
  • Lead internal communication systems to keep staff informed of organisational priorities, programs, and updates.
  • Monitor media and public sentiment, develop press releases, official statements, and manage crisis communication when required.
  • Use customer service and communication data to identify trends, improve communication pathways, and reduce avoidable public enquiries.
  • Develop and manage the Branch’s annual budget, procurement, and expenditure in line with communication priorities and corporate objectives.
  • Lead, coach, and develop a motivated and results-focused communications and customer service team.
  • Ensure all communications comply with legislation, policies, SOPs, NCDC branding standards, and approval processes.
  • Perform other duties as directed by the Director – Corporate Affairs or City Manager.
Education & Qualifications

Minimum:
  • Grade 12 certificate and Bachelor’s degree in Communications, Public Relations, Journalism, Marketing, Digital Communications, or a related field from a recognised institution.
Preferred:
  • Additional training or certification in digital communications, public sector communications, customer experience, or data analysis.
  • Valid Driver’s License (minimum Class 3).
Skills & Knowledge
  • Strong leadership and team management skills, with the ability to motivate, guide, and develop staff across communications and customer service functions.
  • Proven knowledge of corporate communications, public engagement, digital platforms, and internal communication systems.
  • Experience in developing and implementing communication strategies, campaigns, and public messaging initiatives.
  • Strong understanding of media relations, public information dissemination, and crisis communication management.
  • Competency in managing budgets, procurement, and reporting for communication and engagement activities.
  • Analytical skills to use data and insights for improving service delivery, communication pathways, and public engagement.
  • Excellent written and verbal communication skills, with the ability to translate technical information into accessible messaging.
  • Strong organisational, planning, and time-management skills, with the ability to manage competing priorities.
  • Proficiency in digital tools, including content management systems, social media, and Microsoft Office Suite.
  • Commitment to NCDC’s values of professionalism, integrity, collaboration, innovation, and service excellence.
Work Experience
  • Minimum 5+ years’ experience in communications, public engagement, digital communications or a related field.
  • Minimum 3 years’ experience in a managerial or senior role, leading teams and coordinating organisational communication functions.
  • Experience working in government, public sector or complex organisational environments is highly desirable.
