About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Manager - Development Engineering within NCDC, acting as the engineering authority for all civil infrastructure associated with public and private developments. The role ensures development applications comply with approved engineering standards, monitors construction and civil works for compliance, and coordinates with internal and external stakeholders to support safe, sustainable, and well-integrated urban development.
Role Purpose
The role exists to safeguard public infrastructure and assets by overseeing the assessment, approval, and compliance monitoring of civil works associated with development projects. By providing engineering guidance, enforcing standards, and ensuring alignment with regulatory requirements, the Manager contributes to orderly, safe, and sustainable urban growth.
Key Responsibilities
- Lead the assessment of engineering designs and technical submissions for development applications.
- Provide engineering advice and conditions to support planning and building approvals.
- Monitor and inspect civil works to ensure compliance with approved designs, safety standards, and regulatory requirements.
- Ensure consistent application of NCDC engineering standards and contribute to updating design guidelines and approval processes.
- Coordinate and provide technical guidance to developers, consultants, contractors, utility providers, and internal branches.
- Manage resources, including allocation of staff and engagement of external consultants, to support timely and accurate assessment and inspection activities.
- Oversee budget-related aspects of development proposals, including cost estimates, infrastructure contributions, and procurement of technical services.
- Provide timely technical support and recommendations to executive leadership on engineering and compliance matters.
Minimum:
- Bachelor in Civil Engineering or a closely related field from a recognised institution and Valid Driver’s License (min. class 3).
- Bachelor’s degree as above, with additional certification or training in Development Engineering, Infrastructure Planning, Regulatory Compliance, or Project Management.
- : Eligible for membership as a Registered Engineer with the Institute of Engineers Papua New Guinea (IEPNG) or a recognised professional body.
- Strong knowledge of civil engineering design, construction standards, and development compliance requirements.
- Familiarity with national legislation, municipal regulations, planning acts, and workplace safety standards.
- Ability to assess technical submissions, identify non-compliance, and recommend corrective actions.
- Leadership and team management skills, including staff mentoring, performance monitoring, and fostering a results-oriented culture.
- Experience in project budgeting, cost assessment, and resource allocation.
- Strong communication, stakeholder engagement, and coordination skills with developers, consultants, contractors, and internal branches.
- Analytical and problem-solving skills to resolve engineering and compliance challenges efficiently.
- Knowledge of development approval systems, engineering standards, and regulatory compliance frameworks.
- Minimum of five (5) years of progressively responsible experience in development engineering, civil engineering, infrastructure compliance, or related technical roles.
- Demonstrated experience in assessing engineering designs, monitoring compliance, and supporting development approval processes.
- Experience working within government, municipal authorities, consulting firms, or development-related environments is desirable.
