About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Manager - Parks & Open Spaces oversees the planning, development, maintenance, and management of all public parks, open spaces, and recreational areas within NCD. The role ensures high-quality, safe, and accessible outdoor spaces while managing staff, contractors, and community groups to deliver projects and programs efficiently. By implementing sustainable and community-focused initiatives, the Manager supports NCDC’s environmental and social objectives.
Role Purpose
This position exists to provide strategic leadership and operational management for NCD’s parks and open spaces. It ensures that public areas are maintained to high standards, community needs are met, and environmental and sustainability goals are achieved through effective planning, resource allocation, and stakeholder engagement.
Key Responsibilities
- Provide leadership, direction, and strategic planning for parks, gardens, roadside greenery, and recreational facilities.
- Oversee the planning, implementation, and evaluation of projects, beautification programs, and community engagement initiatives.
- Manage horticultural maintenance, including supervision of contractors, staff, and use of equipment and machinery.
- Ensure compliance with health, safety, environmental, and regulatory standards across all parks and open spaces.
- Develop and monitor budgets, implement cost-control measures, and report on financial performance.
- Engage with internal and external stakeholders, community groups, schools, and development partners to support collaborative initiatives.
- Promote sustainable practices, including water conservation, native planting, and waste reduction.
- Maintain accurate records, documentation, and reporting systems for activities, inspections, and projects.
- Respond to emergencies and urgent issues, balancing operational demands with long-term planning.
- Must hold a Bachelor’s degree in Parks and Recreational Manager, Landscape Architecture, Environmental Science, or related field. A master’s degree or relevant is an asset.
- Must hold Grade 12 Certificate as mandatory, and
- Must hold a Driver’s License (minimum Class 3).
- Strong leadership and strategic planning skills for managing staff and resources effectively.
- Knowledge of horticulture, parks management, and environmental sustainability practices.
- Experience in project planning, execution, and evaluation, including budgeting and resource allocation.
- Understanding of regulatory compliance, health, safety, and environmental legislation.
- Ability to foster community engagement and manage stakeholder relationships.
- Excellent organisational, reporting, and documentation skills.
- Capacity to manage operations in both office and outdoor environments under varying conditions.
- Problem-solving skills to address challenges such as vandalism, aging infrastructure, and budget constraints.
- At least 5 years of experience in Parks, Open Spaces and recreational area management or related fields
- Must possess at least 3 years of managerial or supervisory experience
