About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Mapping Officer role combines office-based GIS and mapping work with regular field visits to settlements and upgrading project sites. The position involves preparing and updating maps, managing spatial data, and supporting settlement planning activities in coordination with the Settlement Development Planner and Lands Officer. The role also includes GPS data collection and on-site verification to confirm physical conditions and ensure mapping accuracy.
Role Purpose
The purpose of the role is to provide accurate, reliable, and up-to-date spatial information to support settlement planning, community consultation, and the delivery of upgrading projects. By working closely with the City Data Branch (GIS Unit) and project stakeholders, the Mapping Officer ensures mapping standards are maintained and spatial data effectively supports safe, feasible, and well-coordinated development outcomes.
Key Responsibilities
- Prepare and maintain accurate settlement maps, subdivision layouts, and spatial datasets to support planning, design, community consultation, and delivery of the Settlements to Suburbs Program.
- Conduct GPS-based field data collection and on-site verification to confirm physical conditions and ensure spatial accuracy and reliability.
- Update and manage spatial data using approved GIS systems, ensuring consistency with NCDC mapping standards and City Data Branch requirements.
- Work closely with the Settlement Development Planner, Lands Officer, and Project Coordinators to ensure spatial information supports safe, feasible, and well-coordinated upgrading works.
- Collaborate with the City Data Branch (GIS Unit) to access base datasets, align mapping outputs with enterprise standards, and obtain technical support when required.
- Prepare clear, accessible maps and visual materials for community awareness, consultation, and stakeholder engagement activities.
- Support community engagement by presenting mapped information in a clear and culturally respectful manner.
- Maintain organised digital records of spatial data, field notes, and map updates in accordance with NCDC procedures.
Education & Qualifications
Preferred:
- Minimum: Diploma in Geographical Information Systems (GIS), Cartography, Surveying, Geography, or a related technical discipline.
- Bachelor’s Degree in GIS, Surveying, Urban Planning, or Geomatics. Certification in GIS software (e.g., ArcGIS, QGIS) is highly regarded.
- Proficiency using GIS and mapping software (e.g., ArcGIS, QGIS, AutoCAD Map or similar).
- Competent in GPS/GNSS data capture, processing, and field verification techniques.
- Ability to present spatial information clearly for both technical and community audiences.
- Strong verbal and written communication skills to support coordination and engagement.
- Effective organisational and time management skills to manage multiple site-based tasks.
- Ability to work both independently and collaboratively with multidisciplinary teams, including the Planner, Lands Officer, Project Coordinators, and City Data GIS Unit.
- High attention to detail and commitment to spatial accuracy and data integrity.
- Commitment to NCDC values of professionalism, accountability, cultural respect, and service delivery.
- Minimum of three (3) years’ experience in GIS, surveying, or spatial data work, preferably related to urban development or settlement upgrading.
- Demonstrated experience in producing maps and spatial datasets used for planning, design, or project coordination.
- Field experience in data collection and verification, including work in informal or community-based settings, and coordination with government agencies or contractors is an advantage.
