We are currently looking for suitable, qualified, experienced, and highly motivated professional to fill the role of MEAL Coordinator to be based in Port Moresby, National Capital District.
PURPOSE OF THE POSITION
The Safer Smarter Schools Project supports Papua New Guinea’s national education reform, including the 1–6–6 school restructuring, which focuses at improving student retention, completion, and learning outcomes from Preparatory through to Grade 12. WVPNG together with government and development partners is implementing a multi-sectoral education programme designed to improve and strengthen students safety, wellbeing, resilience and inclusion .
The purpose of this role is to to ensure that Smarter and Safer Schools (3S) and the Education Portfolio meet WV's quality standards for monitoring, accountability, evaluation, and learning across the Project sites. The MEAL Coordinator will oversee the systematic collection and analysis of objective, verifiable evidence to monitor the project's progress toward meeting its objectives and aligning with World Vision Papua New Guinea's strategic plan.
This position will establish and lead the implementation of functional Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and quality assurance mechanisms in accordance with required protocols and guidelines.
MAJOR ROLES AND RESPONSIBILITIES
Program Design
- Support the Program Impact and Effectiveness Manager in leading the development of the Education Portfolio Project proposals, with a focus on MEAL inputs, including the logframe, MEAL activity budget, and staffing, and the MEAL narrative plan.
- Develop 3S and Education Portfolio-specific MEAL frameworks in coordination with project staff.
- Support Program Impact and Effectiveness Manager as requested (WVPNG, strategy, sectoral frameworks, overall, MEAL system set-up, ad-hoc requests)
Monitoring, Evaluation, and Reporting
- Develop methodologies, sampling plans, and tools for outcome and process monitoring studies, including pre-/post-tests, PIMs/PDMs, FGDs, and KIIs, for the 3S Project and Education Portfolio.
- Plan, lead, and oversee the implementation of outcome monitoring studies for the 3S Project and Education Portfolio, including PIMs/PDMs, midline and endline studies, pre/post-tests, FGDs, KIIs, etc. (coordinate, follow up, and review the outcome monitoring methodology, tools, and reports for these initiatives.
- Lead 3S Project and Education Portfolio-specific evaluations and baselines at the field level, including developing ToR, selecting and short-listing consultants, coordinating with consultants, reviewing design methodology and tools, reviewing final reports, attending interpretation workshops, and conducting data analysis and report writing if internally led.
- Implement field-level tasks for monitoring the project's outcomes and processes, including pre/post-tests, PIMs/PDMs, midline and end-line studies, FGDs, KIIs, etc. (training casual workers, planning field data collection, coordinating data collection, supervising, facilitating, coding tools, developing datasets, cleaning data, analyzing, and reporting).
- Assist in training project staff and partners in reporting requirements and monitoring at the output level. Provide ongoing training for project staff on data collection and data entry for pre- and post-tests.
- Conduct ITT verifications for the 3S Project each month in coordination with project staff, ensuring that project-level ITTs are updated with accurate data. Share key findings with management during the program review meetings.
- Conduct regular project site visits and oversee partner and direct implementation to ensure quality standards through scheduled inspections, data audits, and spot checks.
- Ensure that the project team and other stakeholders discuss and address critical MEAL findings and recommendations.
Accountability to Children & Communities
- Assess community preferences and needs to inform the design of contextually appropriate accountability processes and share outcomes/results with communities, colleagues, and partners.
- Implement the accountability plan/design developed for the 3S Project and the Education Portfolio, specific to the community's preferences for providing information, consulting with communities, promoting participation, and collecting and acting on feedback and complaints.
- Receive, process, and respond to feedback and complaints, and communicate progress to the children, communities, and stakeholders.
- Sensitize community members to their rights to information, consultation, participation, and to provide feedback and complaints, while emphasizing their responsibility to support solutions.
Research and Learning
- Co-lead lessons learned events for the 3S Project and Education portfolio with project managers and technical staff (preparation, facilitation, and report writing).
- Implement any potential research studies at the field level (data collection, cleaning) - (based on WVPNG strategic priorities for Evidence Building)
Miscellaneous
- Support WVPNG-wide PQ assignments such as assessments and program design, as assigned by the supervisor.
- Attend internal and external meetings relevant to assigned projects
- Attend internal and external training sessions, workshops, and events.
EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE
- Degree in Mathematics, International or Community Development, or similar (preferred)
- Minimum 2-5 years of experience working in a relief or development NGO with a focus on MEAL processes
- Experience in the design and implementation of MEAL systems, including qualitative and quantitative approaches to baselines, monitoring, and evaluations, is required
- Able to communicate well with internal and external stakeholders alike Ability to work in a team with little supervision required
- Expert data handling skills (classification, categorization, tabulation, etc.) and demonstrates diligence in data management
- Good knowledge of information presentation techniques (graphing, charting, tabling, etc.) and interpreting them
- Good working knowledge of statistical packages (Excel, etc.) is required
- Demonstrate good leadership qualities
- May require some overtime work to meet deadlines
- Flexibility to contribute to additional relevant tasks may be required to achieve organizational objectives
