EXTERNAL RECRUITMENT
CARE International in PNG is recruiting a Monitoring Evaluation, Accountability and Learning MEAL Officers based in Goroka. CARE International has been working in Papua New Guinea since 1989 and established a Country Office in late 2006. Current program focal areas for CARE PNG include Governance, Women’s Economic Empowerment; Sexual, Reproductive and Maternal Health; Education; Climate Change Adaptation; Disaster Risk Reduction and Emergency Preparedness and Response. CARE International in Papua New Guinea (CARE PNG) has the goal of achieving significant, positive and lasting impact on poverty and social injustice in remote rural areas through the empowerment of women and their communities, and through effective partnerships. Underpinning this are 4 strategic objectives which focus respectively on enhancing program quality; strengthening women’s empowerment and gender equality; building strategic partnerships with civil society, government and private sector groups; and developing organisational capacity
The Monitoring, Evaluation, and Learning Officer ensures the effective implementation and continuous improvement of CARE programs and initiatives. She/he will be responsible for developing and implementing robust monitoring and evaluation frameworks, conducting rigorous data collection and analysis, and synthesising insights to inform evidence-based decision-making and improve program quality. She/he will lead efforts to cultivate a culture of learning and knowledge sharing within the organisation, facilitating capacity-building initiatives and promoting the adoption of best practices in monitoring, evaluation, and learning. This role offers a unique opportunity to contribute to meaningful social impact by driving accountability, transparency, and learning across all CARE programs and projects in PNG.
This position is in Goroka and expects to travel to remote project locations.
This Position will have indirect contact with Children or vulnerable adults.
SELECTION CRITERIA
- Minimum technical diploma and/or vocational training or equivalent and/or higher education in a relevant field; a bachelor’s degree in Community Development, Social Sciences, Statistics, Communications or a related field is an advantage;
- At least three (3) years’ relevant work experience in MEL activities, preferably with an International Non-Government Organisation (INGO) and/or private company;
- Proven experience in the design and implementation of MEL tools and processes, and in quality M&E data collection, analysis and management;
- Demonstrated skills and experience in facilitating training and capacity-strengthening, including an understanding of adult learning principles and participatory methodologies;
- Demonstrated understanding of, and commitment to, safeguarding — specifically Child Protection (CP) and Protection from Sexual Harassment, Exploitation and Abuse (PSHEA) — and Accountability to Affected Populations (AAP);
- Demonstrated good interpersonal skills, sound judgment, planning, problem-solving and team-building skills;
- Demonstrated organisational and time management skills, with the ability to work in a team, work under pressure and manage workload to meet deadlines;
- Demonstrated honesty, reliability and trustworthiness with the ability to maintain confidentiality;
- Fluent oral and written communication skills in both Tok Pisin and English; and
- Fully conversant in Microsoft Word, Excel and Office 365 applications, with sound numeric skills (knowledge of Kobo Toolbox, SPSS or similar an advantage).
