About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Building Inspector (Mechanical) is a specialist technical and regulatory position within the Building Authority Branch of the Regulatory Services Directorate. Located at NCDC City Hall in Waigani, the role requires a high level of expertise in mechanical engineering systems, specifically within the context of complex building projects. The position involves performing detailed mechanical inspections and investigations on-site, as well as conducting technical assessments of design plans. Operating under the supervision of the Senior Building Inspector (Building Services), the Inspector must work effectively with multidisciplinary teams, including architects and engineers, while maintaining strict professional integrity, honesty, and confidentiality when dealing with sensitive projects and external stakeholders.
Role Purpose
The primary purpose of this role is to assess and monitor the installation of mechanical systems and equipment—such as air conditioning, refrigeration, ventilation, fire pumps, sprinklers, lifts, escalators, and solar water systems—to ensure they comply with the Building Act and relevant national safety codes. By providing expert technical advice and identifying non-compliance during the construction phase, the Building Inspector (Mechanical) ensures that all building services are safe, functional, and structurally integrated. This oversight is vital for maintaining the safety standards of high-rise and complex developments within the National Capital District, ultimately protecting the public and the integrity of the city's infrastructure.
Key Responsibilities
- Inspections & Investigations – Performs mechanical inspections and investigations on buildings ensuring they meet safety laws, codes and guidelines, and that buildings mechanical systems are accurate and in accordance to the original plans submitted and approved by NCDC Building Board.
- Reporting – Provide detailed reports to the Snr Building Inspector (Building Services) on building mechanical inspections detailing defects and non-compliance aspects required to be rectified for attention and action.
- Communication – Communicate activities, inspections, timelines and reporting requirements to your supervisor in a timely manner to ensure efficient progress with building developments.
- Minimum Diploma in Mechanical Engineering from a reputable university
- Must be a certified tradesman with a minimum of 8yrs field experience in mechanical systems in the area of one or more: air-conditioning, refrigeration and chiller, fire systems, ventilation, &/or elevator/lift systems
- Professional membership with one of either: Institution of Engineers PNG (IEPNG) &/or the PNG Refrigeration and Air Conditioning Association (PNGRACA)
- PNG Driver’s License (min. class 3)
- Knowledge of mechanical regulations, other NCDC subdivisional codes, principles and standards of building, construction methods, material standards, and interpretation of CAD drawings
- Knowledge of relevant legislations, Regulations, Acts, and standards relevant to building engineering and planning including: the Building Act Chapter 301 1971 and Regulations 1994; Physical Planning Act 1989 and Regulations 2007; & Environment Act 2002.
- Knowledge of AS/NZS 5149.1:2016 Refrigerating systems & heat pumps, AS/NZS 5141:2018 Residential heating & cooling systems and NCDC Act (2001) an advantage
- High level computer literacy, including competency in collating and analysing technical information, use and interpretation of CAD software and GIS products.
- Experience in the review of detailed and accurate mechanical design plans & ability to assess reports against actual mechanical works conducted on building construction sites.
- Excellent report writing skills with ability to self-check and product accurate reports.
- Have excellent mathematical, statistical and problem-solving skills, with a highly analytical mindset and attention to detail.
- Strong communication and interpersonal skills to collaborate and support staff with fairness, sensitivity, tact, discretion and confidence.
- Ability and willingness to work as part of a team, provide consistent high service and output.
- Ability to meet demands and deadlines, work under high pressure, maintain confidentiality, be organized, self-disciplined, motivated, honest and reliable.
- Must be dedicated to the advancement of NCDC, its goals and vision for Port Moresby.
- At least five (5) years of practical experience in mechanical engineering, such as air-conditioning &/or refrigeration and in review & assessment of development plans.
- At least three (3) years working as a supervisor engaged in high rise &/or complex building projects
- At least five (5) years experience in CAD software use &/or interpretation
- An advantage to have held min two (2) years experience in an equivalent inspector level role
