POSITION TITLE: MIDWIFE SUPERVISOR– Banz Jiwaka Province
CONTEXT
Médecins Sans Frontières (Doctors Without Borders) is a private, non-profit international humanitarian organization, founded in 1971 and working in 70 countries around the world. MSF provides medical assistance to populations in crisis, regardless of race, religion, belief, or political affiliation. In PNG, MSF has been working since 2007 in Lae, Tari, Bougainville, Gulf Province, and NCD Province. MSF is now working to support the Department of Health to improve access to care for patients in JIWAKA and LAE.
JOB PROFILE:
REPORTING LINE : Project Medical Referent, MSF JIWAKA PROJECT
Supervising the clinical activities and guaranteeing the quality of midwifery care in the department, according to MSF protocols , values and universal hygiene standards in order to provide a high quality Mother and Child Health (MCH) care to the population.
- Supervising, supporting and evaluating the team under his/her responsibility particularly midwives, midwife assistants and other related staff in her team such as cleaners. Planning and organizing their work (areas, days, absences, visits, holidays, etc) and coaching them in their work with special focus in following all appropriate protocols and procedures
- Ensuring teamwork and a professional relationship between maternity and other departments.
- Supervising the clinical activities in all the maternity departments and activities such as ante-natal consultations, delivery and after delivery follow up, post-natal consultations, family planning consultations, new-born vaccinations and liaising with the Medical Doctor about the patients who need special care times, visiting hours, etc.
- Ensuring that the staff on duty knows, implements and follows at all times the universal hygiene standards/ precautions, bio-hazard prevention and infection control in the medical premises ensuring high standards of hygiene in the working environment
- Ensuring that all staff using medical devices are qualified and trained, cleaning and minor maintenance tasks are performed according to the protocols, reporting any malfunction to the project biomedical service.
- Being responsible for the department-related pharmacy activities (stock and consumption monitoring) as well as maintenance of the medical equipment
- Being responsible for ensuring that all the administrative procedures, patients’ data and documents are filled in correctly and registered for compiling monthly reports reflecting the activity in the department.
- In certain contexts, being responsible for ensuring that the maternity staff is able to identify, receive and provide care to the victims of the SGBV in collaboration with the Obs & Gyne MD and following the protocols.
Generally, to oversee the implementation and quality of sexual violence program and SRH services in all Family Support Centre (FSC) while working together with Jiwaka Provincial Health Authority staff and in conjunction with the Project Medical Referent.
Supervision and Staff Support at FSC
- Providing supervision to improve quality of clinical activities related to SGBV and SRH care activities (FP, STI & SAC) at the FSC.
- Training, coaching, supporting and evaluating the team under her responsibility, following all appropriate protocols and procedures. Training is identified and discussed among the team to ensure they are needed.
- Ensuring teamwork and a professional relationship between the Family Support Centre and other departments.
Documentation and Reporting
- Ensure that all administrative procedures and documents are completed correctly according to the National guidelines and/or MSF Guidelines, whichever is applicable.
- Compiling and analyzing monthly reports
- Ensure that the confidentiality of any survivor of violence is kept in a locked cupboard to ensure their information is securely stored.
- Participate in the weekly medical meeting and monthly reporting and discussion of the project.
Pharmacy Management and Logistics Coordination
- Responsible for overall pharmacy management at FSC (stocks availability, consumption monitoring, inventory, and re-order) as well as maintenance of medical equipment.
- Coordinate with the logistic team in planning movement activity and other logistic support for the activity.
Interdepartmental Collaboration
- Being responsible for ensuring that the FSC staff can identify, receive and provide care to the survivors of SGBV including other reproductive health concerns in collaboration with the Mental Health team, HP team, and other stakeholders (e.g., police, social services, legal services) to ensure a holistic and integrated approach.
- Support other medical team members in their activities, e.g., HP team in building the capacity of the Community Health Workers (CHWs) and Village Health Volunteers (VHVs) in Jiwaka villages, on identification of survivors outside of the health center and referral pathway.
- Collaborate with the Officer In Charge (OIC) and health centre staff, organize training for nurses, health extension officers (HEOs), HP officers and CHWs to identify survivors during their medical consultation/ANC/PNC. After the training, follow up with trainees in their daily consultation with the patients through coaching.
- Schedule feedback and update meetings with the OIC and health centre staff.
