PURPOSE OF THE POSITION
ChildFund Papua New Guinea is seeking an experienced and motivated Monitoring, Evaluation & Learning (MEL) Manager to lead the implementation of our Monitoring, Evaluation and Learning Framework across all programs.
This position is central to ensuring the quality, integrity, and effectiveness of our program delivery. Working closely with program managers, project teams, and ChildFund’s international MEL network – including colleagues across six (6) countries and in Sydney – you will play a key role in improving how we learn, measure impact, and drive positive change for children, youth and communities.

What You Will Do
Strengthen MEL Systems & Practice
- Lead the implementation of the ChildFund PNG MEL Framework and ensure alignment with our programming model.
- Develop high-quality survey reports, impact statements, and contribute to program reviews and planning.
- Compile qualitative case studies and facilitate reflection sessions with project teams.
- Support all stages of the project cycle, from design through reporting and learning.
Capacity Building & Collaboration
- Build MEL capacity among staff and partners, including community-level stakeholders.
- Conduct training, facilitate analysis of MEL data, and promote evidence-based decision-making.
- Participate in regional MEL team meetings and contribute to cross-country learning and research initiatives.
- Line-manage MEL Project Officers and mentor staff in analytical and reporting skills.
Quality Assurance & Compliance
- Develop MEL work plans with the Program Manager and ensure awareness across senior Management.
- Provide technical advice and materials on development effectiveness.
- Ensure MEL processes comply with ChildFund polices, procedures, and safeguarding standards.
What We’re Looking For
Essential:
- Tertiary qualifications in relevant discipline; postgraduate qualification or international development studies preferred.
- Minimum 5+ years experience in community development.
- Minimum 3+ years experience in monitoring, evaluation, and learning, including quantitative MEL systems.
- Strong data analysis, research skills, and experience generating high-quality reports.
Desirable:
- Experience in senior management or project leadership roles.
- Background working with NGOs in cross-cultural environment.
- Experience delivering workshops and training, particularly adult learning.
- Knowledge of project cycle management standards.
