The South Pacific Community (SPC) — the region's principal intergovernmental organisation, working across the Pacific since 1947 — and the Global Green Growth Institute (GGGI), a treaty-based international body supporting sustainable development, have partnered with Papua New Guinea's Department of Agriculture and Livestock (DAL) to deliver the Agriculture Sector Support Activity (ASSA).
Formally known as the Adaptation of Small-Scale Agriculture for Improved Food Security of Resilient Communities in Papua New Guinea, ASSA is a landmark, multi-year initiative that will work directly with farming communities across Enga, Milne Bay and New Ireland Provinces. Its purpose is to strengthen food security, build climate-resilient agricultural practices and help communities better anticipate, prepare for and respond to climate variability and climate-related shocks — with DAL acting as the Implementing Agency and SPC and GGGI providing funding and technical backing.
About This Recruitment
To build the team that will lead this work, ASSA has partnered with Peopleconnexion to manage end-to-end recruitment for its Project Management Unit (PMU) — a ten-person team responsible for delivering the project on the ground. About the Role
How do we know ASSA is working? That's your job. As MEL Manager, you will design and lead the project's monitoring, evaluation, learning and reporting systems and Results Framework — turning field data into evidence that drives smarter decisions, stronger reporting and real proof of impact for communities, DAL, SPC and the Adaptation Fund.
Key Responsibilities
- Establish and lead the project's MEL systems and Results Framework implementation.
- Measure and report on project performance, outcomes and impact.
- Use evidence and data to inform adaptive management and improve delivery.
- Develop and manage performance indicators, reporting frameworks and evaluation processes.
- Produce high-quality reports for the PMU, DAL, SPC and donor stakeholders.
- Champion organisational learning and the capture of lessons learned and good practice.
- A bachelor's degree in M&E, economics, statistics, development studies, project management, agriculture, environmental management, social sciences or related field.
- Demonstrated experience designing and implementing M&E systems and using data to improve outcomes.
- A track record producing credible, high-quality reporting for management, donors or governance bodies.
- Strong analytical thinking and a genuine interest in evidence-based development practice.
- Be part of a landmark, multi-year climate adaptation program with real, visible impact for PNG farming communities.
- Competitive remuneration aligned to PNG Public Service General Orders (and SPC salary bands for specialist roles).
- Work alongside a capable, mission-driven, multidisciplinary team backed by SPC, GGGI and DAL.
- A fixed-term contract for the duration of the project (up to five years), subject to performance and funding.
