About the role

Cool Earth’s Monitoring, Evaluation and Learning (MEL) follows an approach of being locally-led and context aware - understanding climatic and contextual uncertainty and complexity – and is itself adaptive. We believe it is critical that our MEL not only works for the organisation but for our partner communities too.

The PNG MEL coordinator will ensure that high quality and appropriate monitoring, evaluation and learning processes are implemented in Cool Earth’s programmes in Papua New Guinea (PNG), and that our impact is identified, documented and communicated. This role involves regular travel to our partnerships in Wadauda, Wabumari, Gadaisu, Sololo, and Kondu.

The post holder will be a skilled and experience Monitoring and Evaluation (M&E) professional who will lead the development of an inclusive and locally-led MEL framework for Cool Earth´s programmes in PNG. Likewise, they will maintain various coordination with the various Cool Earth teams in Peru, PNG and the UK.

This is a pivotal role, balancing the needs of multiple internal and external stakeholders and contributing significantly to the development and scaling of our programmes in PNG.

This is an office-based role in Alotau, Milne Bay Province.

The main responsibilities of the role include:

  • Strategic Development: Develop a comprehensive MEL strategy for Cool Earth's PNG programmes.
  • Impact Assessment: Develop a methodology to demonstrate the conservation outcomes of Cool Earth's programmes.
  • MEL Partnerships: Identify and manage relationships with potential MEL partners.
  • Field Monitoring: Conduct regular field trips to evaluate and monitor projects.
  • Framework Development: Lead the creation of MEL frameworks for each programme, aligned with Cool Earth's values and objectives.
  • Data Collection: Design participatory methodologies for data collection and analysis, ensuring contextual relevance and cultural sensitivity.
  • KPIs: Guide the development and monitoring of key performance indicators.
  • Reporting: Collaborate on the writing of reports, white papers, and presentations.
  • Knowledge Building: Plan and facilitate learning and knowledge exchange spaces.
  • Safeguarding: Support the implementation of safeguarding policies and procedures within the PNG programmes team and partnerships.

The successful candidate will have the following skills and abilities:

  • A minimum of 5 years’ experience in the design and delivery of monitoring and evaluation methodology, gained in international development or conservation projects.
  • Experience developing results frameworks and theories of change that drive accountability and learning.
  • Proven skills and knowledge in data analysis, impact measurement and the design and practical application of MEL systems.
  • Excellent research skills and experience working with alternatives to mainstream impact evaluation methodologies.
  • Excellent oral and written communications skills with the ability to synthesise complex information into engaging and informative reports.
  • Exceptional organisational, and analytical skills, including a high level of proficiency with MS Office suites and/or Google tools.
  • Ability to build networks, equitable and strategic relationships with local counterparts.
