The Program
The PNG–Australia Strongim Wok Long Technical and Vocational Education and Training (SWLT) program is a four-year, AUD 80 million investment by the Australian Government Department of Foreign Affairs and Trade (DFAT) to support Papua New Guinea’s (PNG) efforts to strengthen its TVET sector. Aligned with PNG’s national priority to build an educated and skilled workforce for resilient economic growth, SWLT aims to enhance the quality, relevance, and inclusiveness of skills development. The program supports improvements in national quality assurance systems, technical college standards, graduate employability, and Australia’s visible and trusted development partnership with PNG.
The program aligns with the broader goals of the Australia–PNG Development Partnership Plan 2024–2029, which emphasizes locally led development, education investment, and inclusive growth, as well as PNG’s Higher and Technical Education Reform Act 2020.
The Role
As MEL Senior Coordinator you will be responsible for supporting the Senior MEL Manager and MEL Lead in the development, implementation, monitoring, and period review and strengthening of the SWLT MEL Framework and system.
The Senior MEL Coordinator will be required to take leadership of several components of the SWLT MEL system. These will include:
- Leading the collection, quality assurance and management of program data to support timely, accurate reporting.
- Drafting MEL activity reports and contributing to key sections of client deliverables.
- Preparing research outputs including case studies, learning notes and good practice summaries.
- Facilitating program MEL processes such as quarterly, six‑monthly and annual reviews, reflections and learning sessions.
- Supporting stakeholder consultations and feedback processes to inform adaptive, high‑quality programming.
- Developing and maintaining MEL tools and templates, ensuring consistent use and ongoing improvements across the program.
- Providing administrative and technical support for MEL-related training and capacity building for SWLT staff and partners.
- Contributing to DFAT reporting requirements, GEDSI objectives, safeguarding standards, climate‑friendly practices, and SWLT’s learning and improvement culture.
About you
You will have experience in:
- Supporting the development, implementation, review, and strengthening of monitoring, evaluation and learning systems, including MEL frameworks, plans, tools, and templates
- Knowledge and understanding of DFAT MEL Standards and/or other donor-funded program monitoring and evaluation systems in a development context
- Contributing high quality inputs to internal and external program reporting
- Data collection, quality assurance, analysis, interpretation, and representation
- Good research, analytical, and problem-solving skills
- Participation and positive engagement in diverse teams, supporting a results-driven culture of learning and inclusion
- As a MEL practitioner, demonstrate commitment to excellence and self-improvement
- An understanding of tertiary and vocational education in the Pacific Islands context, particularly within PNG provincial environments would be a benefit but is not mandatory
- Strong relationship skills and ability to work well with a diverse group of team members and other stakeholders
- Demonstrated experience to principles or values of inclusion, positivity and flexibility.
- Demonstrated ability to work autonomously while contributing effectively within a team.
