WaterAid has been operating in Papua New Guinea (PNG) since 2004, working with local partners and the government to increase access to gender sensitive, socially inclusive water, sanitation and hygiene (WASH) services. WaterAid PNG’s geographic focus is within the National Capital District, Central Province in the Southern Region, East Sepik Province in the Momase region and East New Britain Province in the New Guinea Islands. We work nationally through a system strengthening approach with the Government of PNG.

Position Summary
WaterAid is seeking a highly motivated and experienced Monitoring, Evaluation and Learning (MEL) Coordinator to join our team in East New Britain Province. The role will work collaboratively with the project implementation team to coordinate collection, analysis, reporting and use of project monitoring from two key projects: The PacFresh H20 Program implemented in Rabaul and Pomio districts and the KIWA Initiative implemented in Rabaul district. The role will also involve close collaboration with WaterAid PNG Headquarters located in Port Moresby, and the Regional team based in Australia. They will also contribute to broader organisational learning initiatives, helping to share key lessons from East New Britain across the region.
About the Projects
The Protecting Freshwater Resources in the Pacific (PacFresh H2O) Project aims to strengthen the climate resilience of rural communities in Rabaul and Pomio districts by improving access to safe, reliable water and sanitation, protecting freshwater resources, and advancing gender equality and social inclusion. Through a system-strengthening approach, the project builds the skills of local decision-makers and community groups, improves coordination and planning, implements priority measures to address water insecurity, and supports the scale-up of climate-resilient WASH approaches through stronger policy integration, learning and financing. The project ensures that women, people with disabilities and other marginalised groups benefit from more resilient WASH services and improved livelihoods.
The Kiwa Initiative Preserve Project aims to strengthens climate resilience in vulnerable rural and coastal communities by protecting and restoring freshwater and watershed ecosystems through nature-based solutions. The project seeks to improve reliable access to safe water, reduce climate-related risks such as droughts, flooding and contamination, and promote community-led resource management that embeds gender equality, disability inclusion and local knowledge. By building the capacity of government partners, community groups and rights-holder organisations, the project embeds sustainable ecosystem management practices and supports more resilient and secure livelihoods in the face of increasing climate impacts.
Key performance areas / Accountabilities
Project Monitoring
- Work with Programs Team members to develop, implement and review project-level monitoring, evaluation and learning frameworks and theories of change to ensure they are feasible, meaningful, and fit for purpose.
- Lead development of data collection tools and coordinate regular collection of quantitative and qualitative project monitoring data aligned with project MEL Frameworks.
- Lead and oversee the MEL framework in WaterAid Programme Systems (WAPS) updating the indicator and results for the projects and report to the SMT and WA Regional Team.
- Ensure all the indicators and results are updated and reviewed on monthly and quarterly basis and reported aligning to the CCPM.
- Build capacity of project staff and partners in MEL and support regular analysis of data to inform project activities and reporting.
- Ensure that cross cutting issues, such as gender equality, disability equity, climate change and sector strengthening are adequately and appropriately reflected in project MEL Frameworks and reporting;
- Identify opportunities to further engage the community in the planning, monitoring and review of WASH services and work with local authorities and community representatives to design and implement feedback mechanisms about community access to water, sanitation and hygiene services.
- Leader the use of dashboard in WAPS to monitor the programming work and the support to provide fortnightly and monthly.
- Support the filling of the WA Risk template offline and upload to WAPS register and regular monitor and update in WAPS.
Project reviews and evaluation
- Support project reviews and evaluations, including contributing to developing Terms of Reference, coordinating in-country field work, collating and sharing existing project monitoring data with the evaluation team and contributing to sense-making activities.
- Support the program team to carry-out the Project Health Checks using the template in WAPS and review the MEL information and complete the rating for projects on six monthly basis.
Learning & Documentation
- Support to gather information on practices in the field and support staff and partners to document best practices from their work and disseminate internally and externally
- Collect and disseminate results, best practices and lessons learned internally and externally
- Support the Senior Program Manager to organise and facilitate regular project reflections, and contribute to broader organisational reflections such as quarterly reflection meetings and annual meetings.
- Support WaterAid staff and partners to use WAPS M&E data and information to improve programme and organisational performance. Develop and coordinate learning processes between project teams within WaterAid PNG and implementing partners to encourage cross-project learning and information sharing.
- Actively promote and engage in learning processes between WaterAid country programs and contribute to global publications and global learning events based on the PNG experience

Physical Environment and Demands
- High travel requirements within East New Britain Province and potentially occasional travel to Port Moresby.
Level of contact with children
- The role may involve engaging with communities to develop and collect monitoring information, and as such may come into contact with children. The position will be required to maintain WaterAid child safeguarding principles and standards at all times.
