Monitoring and Evaluation Officer
Job Summary:
Reporting to the SI Advisor/M&E Lead, the Monotiling and Evaluation (M&E) Officer will be responsible for overseeing and coordinating the collection, storage, and analysis of program data. This includes ensuring data integrity, designing data management policies and procedures, monitoring data usage and access, and coordinating across programs to support their data needs and share best practice to ensure improve operational efficiency across all activities.
Key Responsibilities
- Support the implementation of monitoring and evaluation activities at the clinic level in line with project indicators and reporting requirements.
- Collect, compile, and validate program data from service delivery points including HIV testing, ART, viral load monitoring, and adherence support.
- Ensure accurate and timely entry of all program data into relevant databases (HPDB, DHIS2, and other reporting platforms).
- Conduct regular data quality assessments (DQAs) to identify and correct data inconsistencies and gaps.
- Track key performance indicators, including ART initiation, retention, viral load suppression, and case management outcomes.
- Generate and submit weekly, monthly, and quarterly M&E reports to the project SI team and clinic management.
- Provide feedback to clinical, adherence, and community teams based on data trends to improve service delivery and client outcomes.
- Support data use for decision-making by producing data visualizations and summaries for review meetings.
- Assist in the training and mentoring of clinic staff on data collection tools, indicator definitions, and reporting procedures.
- Maintain proper filing and storage of data tools and patient-level documentation in line with confidentiality and data protection standards.
- Monitor and track facility-level stock and service delivery indicators in coordination with clinical and logistics teams.
- Participate in program reviews, site supervision visits, and partner coordination meetings to present M&E findings.
- Perform other duties as assigned.
Accountabilities
- Ensure timely and accurate data entry and reporting across all HIV program areas.
- Maintain updated M&E tools and registers at the facility level.
- Uphold strict confidentiality and ethical standards in data management.
- Support the facility team to meet donor and national reporting deadlines.
- Contribute to continuous improvement of data systems and processes.
Required Skills
- Strong understanding of M&E principles, data management, and reporting systems.
- Proficiency in MS Excel and data platforms such as DHIS2, HPDB, DATIM, INFOLINK or other health information systems.
- Excellent analytical and problem-solving skills.
- Effective organizational and time management abilities.
- Strong interpersonal and communication skills (verbal and written) and report writing.
- Ability to work collaboratively with multidisciplinary teams.
- Attention to detail, accuracy, and commitment to data integrity.
- Flexible, proactive, and able to work under minimal supervision.
- Demonstrated experience in data analysis and preparation of M&E reports.
Education
- Degree or Diploma in public health, Statistics, Information Management, Epidemiology, or related field (essential).
- Diploma, certificate or training in Monitoring and Evaluation or Data Management (desirable).
- Minimum of 1 – 2 years experience M&E within a public health or HIV program setting.
- Expert knowledge of English.
- Knowledge of medical records, clinical data entry and data quality management.
- Strong data analysis, support-supervision, and Microsoft office database management skills.
- including knowledge of MS Access, PowerBI, DHIS2, Word, Excel, and PowerPoint.
- Previous work experience implementing HIV/AIDS program in country is an added advantage.
