About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The MSME Training Officer – Innovation Development is a specialised position within the National Capital District Commission (NCDC), responsible for a wide range of operational and strategic activities, including identifying emerging market opportunities in non-traditional sectors and designing tailored training programs for small businesses. The role involves significant fieldwork and stakeholder engagement, requiring the officer to build partnerships with technology providers, NGOs, and government agencies to facilitate the adoption of digital tools like e-commerce and mobile payment systems. Additionally, the position demands a high level of accountability in monitoring program outcomes and maintaining a results-oriented branch culture focused on NCDC’s core values of professionalism and productivity.

Role Purpose

The primary purpose of this role is to foster innovation within the Micro, Small, and Medium Enterprise (MSME) sector by introducing new business models and supporting the integration of technologies that enhance performance. It specifically focuses on helping businesses—particularly those within the informal economy—to diversify their operations and access regional and international e-markets through digital literacy and innovative strategies. By driving the transition toward sustainable and adaptive business practices, the role aims to build resilient enterprises that serve as key drivers for local economic growth in Port Moresby. Ultimately, the position exists to bridge the gap between traditional business methods and modern, global best practices, ensuring MSMEs can thrive in a digital economy despite resource constraints.

Key Responsibilities
  • Driving Innovation and Technology Adoption: Identify market opportunities, introduce innovative business models, and facilitate the adoption of digital tools and technologies to enhance MSME operations and market access.
  • Capacity Building and Stakeholder Collaboration: Design and deliver tailored training programs, establish mentorship networks, and build partnerships with key stakeholders to support MSME innovation and sustainable growth.
  • Monitoring, Evaluation, and Reporting: Track and assess the outcomes of innovation initiatives, gather feedback to improve programs, and prepare detailed reports showcasing the impact on MSMEs and local economic development.
Education & Qualifications
  • Bachelor’s degree in Business Innovation, Entrepreneurship, Marketing, Business Administration, or a related field.
  • Additional certifications or training in innovation management, market research, or technology adoption are highly desirable.
  • Strong understanding of MSME development, market trends, and innovative business practices.
Skills & Knowledge
  • MSME Development and Operations: In-depth understanding of the challenges, opportunities, and dynamics faced by MSMEs, particularly in informal economies and developing country settings.
  • Innovation and Business Model Design: Knowledge of innovative business models and strategies, including those successfully implemented in other developing countries, to support MSME diversification and growth.
  • Digital Tools and E-Market Access: Familiarity with digital tools such as e-commerce platforms, mobile payment systems, and digital marketing technologies that enhance business operations and enable market access.
  • Training Program Design and Deliver: Expertise in designing and delivering effective training programs tailored to the needs of MSMEs, incorporating principles of adult learning and practical application.
  • Economic Development and Local Context: Strong understanding of local economic conditions, the role of MSMEs in driving economic growth, and the unique challenges of working in resource-limited environments.
  • Market Linkages and Value Chain: Knowledge of strategies to connect MSMEs with local, regional, and global value chains, enabling them to access larger markets and achieve sustainable growth.
  • Monitoring, Evaluation, and Reporting: Proficiency in tools and methods for tracking the outcomes of innovation initiatives, assessing program effectiveness, and reporting results to stakeholders.
  • Training and Facilitation Skills: Ability to design, deliver, and facilitate engaging training programs tailored to diverse MSME audiences, including those with limited literacy or technical knowledge.
  • Innovation and Problem-Solving Skill: Capacity to identify market opportunities, develop innovative business strategies, and implement creative solutions to challenges faced by MSMEs.
  • Digital Literacy and Technology Skills: Proficiency in using and teaching digital tools such as e-commerce platforms, mobile payment systems, and digital marketing technologies to MSMEs.
  • Communication and Stakeholder Engagement Skills: Strong verbal and written communication skills to collaborate with diverse stakeholders, build partnerships, and convey complex concepts in simple, accessible terms.
  • Monitoring, Evaluation, and Reporting Skills: Competence in tracking program outcomes, analysing feedback, and preparing detailed reports to demonstrate the impact of innovation initiatives.
  • Project and Time Management Skills: Ability to manage multiple projects, coordinate logistics, and meet deadlines while maintaining a high standard of work in a dynamic environment.
  • Networking and Relationship-Building Skills: Capacity to establish and maintain productive relationships with government agencies, NGOs, funding partners, technology providers, and industry leaders to support MSME innovation.
  • Dedication: Strong dedication to the advancement of NCDC, its goals, vision, and the development of Port Moresby.
Work Experience
  • 2–4 years of experience in business development, innovation management, or market research, preferably within the MSME sector.
  • Proven experience in identifying market gaps and implementing innovative solutions to support business growth.
  • Experience in facilitating the adoption of new technologies and digital tools to improve business efficiency and competitiveness.
