POSITION TITLE: NURSE SPECIALIST SUPERVISOR – Banz Jiwaka Province

CONTEXT

Médecins Sans Frontières (Doctors Without Borders) is a private, non-profit international humanitarian organization, founded in 1971 and working in 70 countries around the world. MSF provides medical assistance to populations in crisis, regardless of race, religion, belief, or political affiliation. In PNG, MSF has been working since 2007 in Lae, Tari, Bougainville, Gulf Province, and NCD Province. MSF is now working to support the Department of Health to improve access to care for patients in JIWAKA and LAE.

JOB PROFILE:

REPORTING LINE : Project Medical Referent, MSF JIWAKA PROJECT

Is responsible for the technical support for the Village health Volunteers – VHVs, maintenance replenishment and replenishment and organization of the medical Items and the supervision of village health volunteers within the community as a technical physician in the field, according to MSF protocols, values, universal hygiene standards and community needs in order to provide a high-quality care to the survivors of violence patients

  • Reporting to, communicating and collaborating with the Health Promotion team in order to ensure the smooth and efficient running of the Decentralized model of care at the community level, according to the protocols outlined for the community services. Working together with all health promotion teams to achieve quality care for survivors of violence within the community. Always maintaining patient’s confidentiality and dignity and respecting the survivor’s rights and conditions, being compassionate to the survivors of violence needs.
  • Maintaining the organization of the community services, which includes defining the daily, weekly and monthly programs in collaboration with the health promotion team, anticipating the needs and adapting the planning as required. Planning and delegating the tasks to the HP team members when not available, ensuring that the tasks are accomplished and checking that the team are respecting their work schedule. Coordinating with all the medical departments involved with outreach and community activities (laundry, stretcher bearers, surgical wards and ER, etc. Recognition of survivors, PFA, referral to the next level of care, provision of EC and FP contraceptive pills, provision of male/female condoms, basic first aid and wound care, identification of danger signs) to ensure quality and quantity of supply and timing.
  • Ensuring the general organization of the department, checking that care protocols and rules on security, hygiene and sepsis are followed by the health care and maintenance personnel and monitoring the quality of the global patient case management and the continuity of care. Participating in the medical community outreach activities in order to meet with the survivors and follow the activity more closely. Encouraging daily health education sessions on the basis provision of health needs within the community in case of injuries
  • Supervising and supporting the team under his/her responsibility e.g. the VHVs, Planning and organizing their work (areas, days, absences, visits, holidays, etc.) and coaching them in their work with special focus on following all appropriate protocols and procedures.
  • Ensuring the quality of care by respecting and ensuring respect of MSF community approach and involvement and proposing action plans to ensure the quality of hygiene, and respect of procedures. Evaluating the implementation of first aid care procedures by doing regular assessments and informing the Nurse of the assessment results and of any problems.
  • Ensuring that the VHV using medical items are qualified and trained. Ensuring cleaning and maintenance tasks are performed according to the protocols. Reporting any shortages of items in the kit to the supervisor for possible refill.
  • Managing the village health volunteers’ stock and weekly and monthly orders. Ensuring the follow up of the consumption of medical first aid kits under his/her responsibility and ensuring that data collection sheet is well fulfilled and kept
  • In close collaboration with the HR department, supervising the associated HR processes (recruitment, training, induction, evaluation, potential detection, coaching, development and communication) in order to ensure both the sizing and the amount of knowledge required.
  • Ensuring that all the administrative procedures, patients’ data and documents are filled in correctly and registered for compiling monthly reports reflecting the activity in the department. Participating in the collection and analysis of medical data, identifying areas causing problems and implementing the necessary measures for the improvement of the service’s functioning.

The districts of operation: South Waghi, North Waghi, Anglimp and Jimi district including other Provinces that shall be explored including community health post within the catchment areas

Primary Goal: Established a proven Decentralized model of care – DMC that can easily be adopted by the PHA. Oversee and supervise the medical activity Outreach in close collaboration with Health Promotion team, build the capacity of the village health volunteers and CHW, on all forms of violence through mentorship and training.

Specific Tasks of the Nurse Specialist Supervisor

  • Establish pathway to community access to medical care especially after violence for the medical care and referral and provide information for legal redress.
  • With VHV and CHW, develop community approaches especially at community health post to develop support a Foot Patrol service that enhances minimal medical services provision in the community like provision of; PEP, EC pills, ORS, case identification, PFA, referrals and provision of first aid care in the community.
  • Develop a medical intervention plan in cases of community conflicts that result in severe injuries and that require medical attention within the community. And create clear referral pathways for the community to access medical services (e.g.: scoop and run approach, primary trauma care that can be adapted)
  • In collaboration with HP supervisor and team leader/officers, enhanced the capacity of Village Health Volunteers (VHV) and Community Health Workers (CHW) to support the Foot Patrol activities in the community.
  • Readiness to address infrastructural issues like privacy and confidentiality, of all medical files of patients, ensure referrals of patients affected by Violence and those who require special medical/legal attention are referred to the designated department
  • Working closely with the medical team to ensure documentation of medical records meets the required standard and that medical files are kept confidential but in line with PHA protocols
  • With OIC in each district assured that there is compliance/adherence of treatment such as PEP follow-up, STI treatment while engaging the staff and addressing their challenges
  • Engage the OIC in the FSC setting to identify training needs for Nurses, VHV and CHW in the community health post for better service delivery and good orientation of the medical team.
  • Provide support to PMR when engaging with other stakeholders and the PHA to strengthen good working partnership and collaboration meetings.
  • With support from PMR and Mission Pharma, analyze the availability of specific medicines and medical supplies at the health facilities we are supporting. Specifically, Describe the burden of morbidities related to violence (number of cases seen monthly and annually, describe the supply chain and describe the gaps in items or quantities to help in determining MSF donation strategy through either gap fill or buffer stocking
  • Participate in the definition and development of the pharmacy donation strategy for the MSF supported health facilities or catchment areas
  • National Staff Health: Take note and ensure record of the staff on follow-up with specialist in the designated health facilities (LHS) when sick, have list of staff who need frequent follow-up with their physicians, then inform the PMR, making sure staff are supported and sent to the designated hospital assigned by MSF for medical care. All medical certificates will be directly brough to PMR for strict confidentiality and staff data protection.

Documentation and Reporting

  • Ensure that all administrative procedures and documents are completed correctly according to the National guidelines and/or MSF Guidelines, whichever is applicable.
  • Compiling and analyzing monthly reports
  • Ensure that the confidentiality of any survivor of violence is kept in a locked cupboard to ensure their information is securely stored.
  • Participate in the weekly medical meeting and monthly reporting and discussion of the project.

SKILLS AND QUALIFICATIONS

  • Local language essential (Tok Pidgin), knowledge of mission language (English)
  • Key competencies: commitment, flexibility, results-oriented, stress management, and teamwork, Reliability, discipline, and respect for procedures are critical behavioral competencies.
  • Registered Nurse (diploma essential) with at least 2 years of experience as Nurse, having been a nurse supervisor is an asset.
  • Having Valid License issued by PNG Nursing Council.
  • Essential working experience with PHA and Government Health facility .
  • Desirable experience in MSF or other INGOs, NGOs.
  • Essential computer literacy (word, excel, PowerPoint, internet, outlook).
  • Strict adherence to MSF policies, including zero tolerance for alcohol consumption during working hours.

WORKING CONDITIONS

  • Full-time position with an open-ended contract.
  • Based in Banz, Jiwaka Province with frequent visits to project areas (Family Support Centers, Health Posts & Health Centers) in Jiwaka Province.
  • Candidates must be flexible with working hours and location.
