In Papua New Guinea, Burnet Institute has been working for more than a decade with government and health partners to address critical public health challenges including maternal and child health, sexual and reproductive health, malaria, HIV and tuberculosis.

The Role

The People & Culture Manager will lead Burnet Institute’s human resources function in Papua New Guinea and be responsible for managing recruitment, payroll management, staff development, organisational culture, and HR compliance across the PNG program.

Based in Port Moresby, the role works closely with the Senior Leadership Team and supervises two HR Officers and to ensure effective people management across all Burnet PNG projects.

Key Responsibilities

  • Lead recruitment, onboarding and payroll processes for PNG staff.

  • Oversee staff performance management, contracts and HR administration.

  • Provide leadership and mentoring to HR team members.

  • Coordinate staff learning and development programs.

  • Promote staff wellbeing and a positive organisational culture.

  • Ensure compliance with PNG labour laws, Burnet policies and donor requirements.

  • Provide HR advice to the Senior Leadership Team on workforce planning and risks.

Essential Requirements

  • Degree or Diploma in Human Resources, Business Administration or related field.

  • Minimum 5 years’ experience in HR, including 3 years in a senior HR role.

  • Strong knowledge of PNG labour laws and HR best practices.

  • Experience managing recruitment, performance management and staff development.

  • Strong communication, leadership and organisational skills.

  • Advanced Microsoft Office skills.


Desirable

  • Experience working in the NGO, health or international development sector.

  • Postgraduate qualifications or HR professional certification.

  • Experience working in PNG or Pacific development programs.
