About Christian Leaders Training College (CLTC)

The Christian Leaders' Training College of Papua New Guinea (CLTC) is an accredited, interdenominational theological institution established in 1964. Headquartered at its main residential campus in Banz, Jiwaka Province. CLTC operates multiple campuses dedicated to training men and women for Christian ministry and leadership across Papua New Guinea and the South Pacific. The college blends academic excellence with rigorous spiritual formation, serving a diverse community of students, faculty, and agricultural support staff unified by evangelical biblical truths.

CLTC is now recruiting for an experienced and dedicated People and Culture Manager to provide the leadership and effectively manage its Human Resource Department.

Job Purpose:


To facilitate the strategic management, care, and development of CLTC's personnel. This role ensures that all human resource operations, recruitment, workforce development and workplace culture initiatives actively align with the college’s Christian mission and statement of faith.

Key Accountabilities:

  • Culture & Values Leadership: Cultivate a supportive, Christ-centered work environment that mirrors CLTC's lifestyle expectations and statement of belief.
  • HRIS Optimization: Manage, streamline, and serve as the primary administrator for the college's Human Resource Information System (HRIS).
  • Data & Payroll Integration: Maintain pristine digital employee records within the HRIS to ensure seamless tracking of leave, attendance, and payroll data.
  • Talent Acquisition: Oversee the end-to-end recruitment lifecycle, including vacancy advertising, interviewing, selection, and vetting for organizational alignment.
  • Strategic Onboarding: Design and execute structured induction and orientation programs for faculty, support staff, and incoming volunteers.
  • Performance Management: Coordinate the annual staff appraisal process, guiding supervisors to conduct fair, development-focused performance reviews.
  • Training & Development: Conduct training needs analyses to implement professional development opportunities that enhance staff capabilities.
  • Employee Relations: Provide proactive coaching, mentoring, and conflict resolution support to address employee grievances or disciplinary matters.
  • Legislative & QA Compliance: Maintain, update, and audit HR policies to satisfy PNG employment law and CLTC’s Quality Management System.

Key Requirements:

  • Education: Bachelor’s degree in Human Resources Management, Business Administration, or a closely related field.
  • HRIS Proficiency: Verified, hands-on experience implementing, migrating, or daily managing cloud-based HRIS platforms.
  • Professional Experience: Minimum of 5 years of progressive P&C or HR management experience, ideally within a higher education institution, Christian ministry or corporate setting.
  • Legal Knowledge: Thorough operational understanding of Papua New Guinea employment acts, labor laws, and industrial relations standards.
  • Communication Skills: Excellent interpersonal, written, and cross-cultural communication skills suitable for a diverse multi-cultural workforce.
