People and Culture Officer

As a member of the People and Culture team, you will assist with implementation of our people strategy and maintain efficiency in customer services delivery to our people.

Where you come in:
In this full-time maximum term position based in Port Moresby, you will be supporting the delivery of HR operations support as member of the People and Culture team. Provide overall HR admin and payroll support. You will report to the People and Culture Manager.
You will make an impact by:
- Supporting the mobilisation of project staff through timely recruitment and smooth onboarding process.
- Maintaining updated employee records; conditions, benefits and performance.
- Supporting the administration of performance management
- Supporting payroll with employee updates and queries
- Oversee employee benefits and administration.

You have the strong verbal and written communication plus good interpersonal and teamwork skills. You can work under pressure and meet deadlines. You take a proactive approach to work. You have experience handling recruitment and supporting with employee onboarding.
This role requires:
- Diploma in Human Resources / Administration or relevant field.
- At least 5 years of experience in People and Culture/HR role
- Some understanding of relevant labour laws, HR policies, procedures and processes.
- Ability to multi-task while remaining focused and maintain standards of performance.
- Can work under minimal supervision

Role Purpose and Scope
People & Culture Officer (PCO) role is an integral part of the People and Culture Team and provides people and culture expertise and support to PNG Country Director, P&C Manager and specific P&C needs of the PNG Country office.
The role directly reports to the P&C Manager and provides much needed P&C support to the Senior Management Team (SMT) as and when required. The role will also work closely with P&C and Country Office Payroll and Admin team in providing payroll admin support as and when required and any other reasonable requests by P&C Manager and/or PNG Country Director.
Key Areas of Accountability
People & Culture Support: A People and Culture Officer's role is to support the people and culture functions of an organization. They may be responsible for a variety of tasks, including
- Recruitment: Advertising, interviewing, and conducting reference checks
- Onboarding: Monitoring document return, compliance, and delivering induction training
- Employee records: Maintaining records on employment conditions, performance, and more
- Training: Developing and delivering induction programs and other training sessions
- Performance management: Administering performance review programs and providing support
- Employee engagement: Supporting activities that promote company values
- HR data: Collecting HR data for reporting purposes
- Policies and procedures: Developing and implementing HR policies and procedures
- Employee relations: Managing employee relations matters and representing the organization on labor relations matters
Payroll & Administrative Support
- Payroll and benefits: Administering payroll and benefits programs
- Provide administrative support with lodgement and follow up applications for expatiate work permit and visa process
Health and safety requirements
- Act in a safe manner at all times, including complying with all safety instructions and training given at the workplace
Child protection and safeguarding requirements
- Safeguard children’s rights and act in the best interests of children at all times
- Comply with child safeguarding and protection policies and standards
- Maintain a child safe environment at the workplace

Person Specification
Required qualifications, experience, skills & competencies
- Minimum of Grade 12 or Certificate/ Diploma in Business or Administration
- At least 5 years of experience in a people and culture role
- Some understanding of relevant labour laws, HR policies, procedures and processes
- Confident user of MS Office programs including Word, Excel, Power Point and sorting through large sets of data on various applications
- Ability to multi-task while remaining focused and maintain standards of performance, despite work pressure
- Proactive, assertive and uses own initiative and be able to work with minimal supervision / complete tasks independently

Some skills and experience that may be required for a People and Culture Officer role include:
- Formal qualifications in business administration or a related course
- At least 3 years of experience in HR
- Strong verbal and written communication skills
- Good interpersonal and teamwork skills

- Sound computer literacy, especially in Microsoft Office Suite
