About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.


About the Role

The Urban Planner – Demography is a specialist planning role responsible for integrating population trends, settlement patterns, and demographic data into urban planning decisions across the National Capital District. The role provides spatial and statistical analysis to support urban development plans, growth management strategies, and zoning updates, ensuring that planning decisions reflect current and projected population needs. Working closely with internal planning teams, GIS staff, census authorities, and external stakeholders, the position contributes evidence-based insights that inform infrastructure prioritisation, service delivery, and sustainable urban expansion.

Role Purpose

The purpose of the Urban Planner – Demography is to ensure that land use planning, development assessments, and policy decisions are informed by accurate demographic analysis and population forecasting. By producing population profiles, spatial analyses, and growth projections, the role supports equitable access to services, efficient urban form, and well-planned settlement expansion. The position contributes to long-term planning and decision-making that aligns with the National Capital District’s development vision, helping create a liveable, resilient, and strategically planned Port Moresby.

Key Responsibilities
  • Collect, analyse, and visualise population and household data to inform urban development plans, zoning updates, and growth management strategies, ensuring planning decisions respond to current and future population needs.
  • Provide demographic insights to review development applications, contribute to land use planning, and support policy, precinct, and service planning to promote equitable access, efficient urban form, and well-serviced communities.
  • Work closely with internal NCDC teams, census authorities, GIS staff, and external stakeholders to provide technical advice, spatial analysis, reports, and data-driven inputs that guide infrastructure prioritisation, planning decisions, and consultant-led studies.
Education & Qualifications
  • Minimum: Diploma in Urban and Regional Planning, Demography, Geography, Statistics, or a related field, supported by relevant training in population studies, spatial analysis, or GIS.
  • Preferred: Bachelor in Urban and Regional Planning, Demographic Analysis, Human Geography, or a closely related field from a recognised institution.
  • Preferred: Eligible for membership with a recognised planning or infrastructure professional body (e.g., PNG Institute of Planners, Institution of Engineers PNG).
Skills & Knowledge
  • Knowledge of relevant legislation, or willingness to acquire knowledge of: Physical Planning Act (1989 & 2001), Physical Planning Regulation (2007), Land Act (1996), NCDC Act (2001), National Statistics Act (1981), and Public Procurement Act (2021).
  • Understanding of demographic methods including census analysis, population projections, and household structure studies within urban environments.
  • Familiarity with ward-level governance structures and local data sources such as the Ward Registry and NCDC Community Liaison and Governance Branch records.
  • Knowledge of how demographic data informs land use, housing, infrastructure, and service planning in a metropolitan setting.
  • Understanding of spatial trends related to urban migration, population density, and informal settlement growth.
  • Demographic Planning Practice: Ability to apply population data and demographic insights to inform urban planning and policy.
  • Data Analysis and Forecasting: Skilled in analysing census data, household trends, and growth projections using spreadsheets, GIS, and statistical tools.
  • Reporting and Interpretation: Ability to translate complex demographic information into clear reports, maps, and planning recommendations.
  • Stakeholder Coordination: Strong interpersonal skills for liaising with the National Statistical Office, ward councillors, and internal branches managing population data.
  • Technical Proficiency: Competent in GIS, Excel, demographic analysis platforms (e.g., SPSS, R, or other relevant tools), and Microsoft Office Suite.
  • Professionalism and Public Sector Values: Demonstrated integrity, attention to detail, and commitment to evidence-based planning and public service.
Work Experience
  • Minimum of 3 years’ experience in urban planning, demographic analysis, or spatial planning within a government, research, or municipal context.
  • Experience contributing to urban plans, population projections, or service planning based on demographic evidence.
  • Prior involvement in census data analysis, informal settlement profiling, or community-level data gathering is desirable.
  • Experience working with statistical offices, ward governance structures, or development teams to integrate population data into urban development is an advantage.
