About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.


About the Role

The Urban Planner – Transport and Infrastructure is a specialist planning role responsible for supporting the integration of transport systems and public infrastructure into urban planning and land use decision-making across the National Capital District. The role contributes technical planning input to ensure that road networks, pedestrian movement, public transport, and essential infrastructure are safely, efficiently, and strategically aligned with current and future urban growth.
Working closely with internal NCDC branches, engineering and traffic teams, national transport agencies, utility providers, and other stakeholders, the role supports coordinated planning outcomes that improve accessibility, mobility, and service delivery across both formal and informal settlements.

Role Purpose

The primary purpose of the Urban Planner – Transport and Infrastructure is to support the preparation, assessment, and implementation of urban plans, development proposals, and planning frameworks that promote integrated, inclusive, and well-connected transport and infrastructure systems across the National Capital District.
The role provides technical planning analysis, spatial input, and coordination support to ensure that land use decisions respond to mobility needs, infrastructure capacity, and long-term service delivery objectives. Through collaboration, evidence-based planning, and policy support, the position contributes to building a connected, liveable, and resilient Port Moresby aligned with NCDC’s broader development vision.

Key Responsibilities
  • Support the preparation and implementation of urban development plans, precinct frameworks, and planning assessments by integrating transport networks, public infrastructure, and mobility considerations into land use planning and statutory decision-making.
  • Assess development applications and planning proposals to ensure safe, accessible, and well-connected transport and infrastructure outcomes, including road hierarchy, pedestrian access, public transport linkages, and service integration across formal and informal settlements.
  • Collaborate with internal NCDC branches, engineering and transport agencies, and utility providers to provide technical planning advice, spatial analysis, and data-driven inputs, including GIS mapping, reporting, and support for consultant engagements and infrastructure-related studies.
Education & Qualifications
  • Minimum: Diploma in Urban and Regional Planning, Transport Planning, Infrastructure Planning, or a related field, with relevant training in mobility planning, infrastructure coordination, or GIS.
  • Preferred: Bachelor in Urban and Regional Planning, Transport Engineering, Human Geography, or a closely related field from a recognised institution.
  • Preferred: Eligible for membership with a recognised planning or infrastructure professional body (e.g., PNG Institute of Planners, Institution of Engineers PNG).
Skills & Knowledge
    • Knowledge of relevant legislation, or willingness to acquire knowledge of: Physical Planning Act (1989 & 2001), Physical Planning Regulation (2007), Land Act (1996), NCDC Act (2001), Road Traffic Act (2014), Protection of Transport Infrastructure Act (2010), Connect PNG Infrastructure Development Act (2021), and Public Procurement Act (2021).
    • Understanding of Port Moresby’s transport and infrastructure challenges, including traffic congestion, limited public transport, and informal settlement access gaps.
    • Knowledge of land use planning, zoning processes, and how they affect or are affected by road networks, utilities, and public infrastructure.
    • Familiarity with the role of transport planning in promoting accessibility, urban integration, and inclusive service delivery.
    • Understanding of how infrastructure planning intersects with housing, land development, and municipal investment priorities.
    • Transport and Urban Planning Practice: Demonstrated ability to contribute to spatial planning processes that incorporate mobility, infrastructure access, and land use integration.
    • Infrastructure Data and Spatial Analysis:Skilled in analysing travel demand, access gaps, and service coverage using GIS and other planning tools.
    • Communication and Coordination: Strong interpersonal and technical communication skills for engaging with engineering teams, utilities, and transport agencies.
    • Polic and Regulatory Application:Ability to apply zoning schemes, transport policies, and urban planning frameworks in development assessments.
    • Technical Proficiency: Competent in GIS, infrastructure mapping, mobility analysis tools, and Microsoft Office Suite.
    • Professionalism and Public Sector Values: Demonstrated integrity, discretion, and commitment to ethical standards and community service.
Work Experience
  • Minimum of 3 years’ experience in urban planning, infrastructure planning, or transport planning within a government or municipal setting.
  • Experience in preparing or contributing to development applications, transport assessments, or infrastructure coordination strategies.
  • Prior involvement in projects addressing public transport systems, pedestrian access, roads infrastructure, or informal settlement integration is desirable.
  • Experience working with multidisciplinary teams and external agencies on transport or infrastructure-related projects is an advantage.
