About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Coordinator - Planning & Monitoring leads the development, implementation, and review of NCDC’s strategic, corporate, and operational plans. The position ensures alignment with national priorities, Board directives, and internal performance goals. By coordinating planning efforts across branches, providing technical support, and monitoring performance, the Coordinator plays a pivotal role in maintaining organisational vision and achieving development objectives.

Role Purpose

This role exists to ensure that NCDC’s planning and performance management processes are robust, consistent, and aligned with national and organisational priorities. The Coordinator guides branches in operational planning, tracks organisational performance, and provides analytical insights to support decision-making, capacity building, and continuous improvement.

Key Responsibilities
  • Lead the development, review, and implementation of strategic and corporate plans in alignment with national frameworks and Board directives.
  • Support branches in preparing operational plans, providing guidance, templates, and technical assistance to ensure alignment with organisational objectives.
  • Monitor and report on performance across branches, consolidating data for quarterly and annual reports, identifying gaps, and recommending corrective actions.
  • Facilitate stakeholder engagement, workshops, and consultations to ensure input, ownership, and compliance with governance and accountability frameworks.
  • Build branch planning capacity through coaching, training, and provision of resources and planning tools.
  • Ensure centralised documentation, record-keeping, and dissemination of plans, monitoring reports, and performance metrics.
  • Contribute to governance, policy alignment, and compliance with national strategies, such as PNG Vision 2050 and MTDP IV.
  • Support improvements in planning and monitoring processes, including digital tools and reporting dashboards.
  • Assist with budget preparation, procurement, and resource tracking for planning-related activities.
  • Perform additional duties as assigned by the Manager, Director, or City Manager.
Education & Qualifications

Minimum:

Diploma in Environmental Health, Environmental Science, Waste Management, Public Health, Community Development, or a related field.

Preferred:
  • Bachelor’s degree in Environmental Health, Environmental Science, Waste Management, Public Health, or a related discipline.
  • Highly desirable: Valid Driver’s Licence (minimum Class 3).

Skills & Knowledge
  • Strong understanding of strategic, corporate, and operational planning frameworks.
  • Knowledge of national development strategies (PNG Vision 2050, MTDP IV) and their sub-national applications.
  • Familiarity with performance monitoring, evaluation, and reporting frameworks.
  • Excellent analytical, planning, and organisational skills for guiding branches and managing multiple deadlines.
  • High-level facilitation and interpersonal skills for consultations, workshops, and stakeholder engagement.
  • Competence in using Microsoft Office and planning/reporting software tools.
  • Ability to maintain accurate documentation, records, and compliance with governance requirements.
  • Knowledge of institutional strengthening, service delivery improvement, and decision-making processes.
  • Ability to work under pressure in a fast-paced office environment, coordinating across multiple directorates.
Work Experience
  • At least 1–2 years experience in medical waste handling, hazardous waste management, environmental health fieldwork, or related public health/waste compliance operations.
