The opportunity
A high-impact policing partnership is looking for a Police Prosecutions Capability Advisor based in Port Moresby to serve as a key pillar of the RPNGC Prosecutions Directorate. You will ensure that prosecution structures, workflows, and legal practices are managed with the highest level of professional excellence. The role provides the essential technical support and mentoring required to reduce case attrition and protect the interests of the justice sector while ensuring efficient organizational flow.

This is an ideal opportunity for a self-motivated, highly ethical professional in criminal law or justice sector advisory. You will interact with key actors in this key arm of Government, supporting police prosecutors, brief managers, and supervisors, ensuring seamless compliance with national laws and providing sound legal advice to the directorate. The role requires excellent analytical skills and deep technical knowledge to navigate a complex legal environment within an organization undergoing significant capacity development.

The role
The Police Prosecutions Capability Advisor plays a central role in safeguarding the Directorate’s legal and regulatory standing through meticulous capacity building. Responsibilities include assessing existing prosecution structures, supporting provincial functions, and providing expert advice on criminal procedure and rules of evidence. The role serves as a key point of contact for the Office of the Public Prosecutor and the judiciary, providing the mentorship needed to ensure successful case outcomes. The overarching goal is to maintain a legally sound prosecutorial environment through proactive coaching and standardized practices.

Main duties include:
  • Assess and strengthen police prosecution structures, staffing, and workflows within the Directorate.
  • Provide expert legal advice on criminal law, procedure, and evidentiary standards to support charge selection and trial preparation.
  • Provide ongoing mentoring and case-based coaching to prosecutors and brief managers to improve file quality.
  • Assist in developing and updating prosecution policies, SOPs, manuals, and standardized templates.
  • Strengthen working relationships between police prosecutors, the Office of the Public Prosecutor, and the judiciary.
  • Facilitate Prosecution Review Committees to identify and solve systemic issues contributing to case backlogs and failed prosecutions

Qualification and Experience:
  • Formal Education: Bachelor of Laws (LLB) or an equivalent recognized law degree.
  • Professional Admission: Admission as a legal practitioner in PNG or another common law jurisdiction.
  • Core Experience: Significant post-admission experience as a criminal prosecutor, defense lawyer, or legal practitioner with substantial criminal law practice.
  • Technical Expertise: Demonstrated experience in criminal procedure, evidence, written submissions, and courtroom advocacy.
  • Mentorship Background: Extensive experience advising or mentoring prosecutors or police legal officers is highly desirable.
  • Regional Context: Proven ability to build capability of local counterparts within developing countries or Pacific justice sector contexts is preferred.
