About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Policy Coordinator plays a key role in strengthening organisational governance by leading the development, implementation, and review of policies and standard operating procedures (SOPs) across the Commission. The role ensures policies are clear, consistent, and aligned with legal, strategic, and operational requirements.

Role Purpose

The purpose of this role is to coordinate and oversee policy and SOP development, ensure quality and compliance, and build internal capability by training and supporting staff. The role also addresses gaps in existing frameworks and promotes a structured, consistent approach to policy development across all branches.

Key Responsibilities
  • Lead the development, review, and implementation of policies and SOPs across the Commission
  • Ensure all policies align with legislation, strategic objectives, and operational needs
  • Maintain a centralised policy register and monitor review cycles and compliance
  • Identify policy gaps and prioritise development areas
  • Deliver training, tools, and guidance to build staff capability in policy development
  • Provide quality assurance on policy documents to ensure clarity, consistency, and usability
  • Coordinate stakeholder consultations and cross-departmental policy inputs
  • Prepare reports on policy progress, implementation, and outcomes
Education & Qualifications

Minimum:
  • Diploma in Public Policy, Public Administration, Law, Governance, Business Administration, or a related field and Grade 12 certificate
Preferred:
  • Bachelor’s degree in Public Policy, Public Administration, Law, Governance, Business Administration, or a related field.
  • Valid Drivers license (class 3) is an advantage.
Skills & Knowledge
  • Strong understanding of policy development, governance frameworks, and compliance requirements
  • Knowledge of legislative and regulatory environments relevant to public sector operations
  • Ability to develop clear, structured, and practical policies and SOPs
  • Strong training and facilitation skills to build staff capability and promote best practices
  • Excellent stakeholder engagement and coordination skills across multiple departments
  • Strong analytical and problem-solving skills to identify gaps and improve processes
  • Ability to manage multiple projects, deadlines, and competing priorities
  • High-level written communication skills for drafting policies, reports, and guidance materials
Work Experience
  • Minimum 3–5 years’ experience in policy development, compliance, or organisational governance in the public or non-profit sector.
  • Experience coordinating cross-functional projects or working groups involving multiple stakeholders.
  • Prior supervisory experience or mentoring of junior staff in a policy, training, or governance context is desirable.
