About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The PR, Media and Event Communications Officer is a specialized communications position within the PR, Media and Events Branch of the Corporate Affairs Directorate. Based at the Annex Building of NCDC City Hall in Waigani, the role serves as a critical link between the Commission’s formal activities and the public. The position requires a professional and politically neutral communicator who can collaborate effectively with media outlets, graphics designers, and the events logistics team. It involves working under high pressure, maintaining discretion, and ensuring that all messaging is transparent and aligns with NCDC’s official branding and transparency standards.

Role Purpose

Reporting to the Manager – PR, Media and Events, the primary purpose of this role is to provide dedicated public relations and media support for official NCDC events, civic activities, and public announcements. While the logistics of an event are handled by the events team, this officer focuses on the "voice" of the initiative—preparing press releases, coordinating media coverage, and ensuring consistent messaging across all platforms. By managing the flow of information before, during, and after official activities, the role ensures that the Commission’s goals and vision for Port Moresby are communicated clearly and professionally to the community.

Key Responsibilities
  • Delivery of PR, Media and Event Communications Support: Provide effective communications, public relations, and media support for official NCDC events, announcements, and civic activities, ensuring messaging is accurate, timely, politically neutral, and aligned with approved NCDC standards.
  • Media Coordination and Stakeholder Engagement: Support positive and professional engagement with media outlets, internal stakeholders, and external partners to facilitate media coverage, press activities, and attendance at PR and media events.
  • Governance, Compliance, and Accountability: Ensure communications activities, media materials, and event-related resources are managed in accordance with NCDC policies, procedures, and ethical standards, including accurate record-keeping, reporting, and post-event reconciliation
Education & Qualifications
  • Minimum: Diploma in Communications, Journalism, Public Relations, Media, or a related field
  • Preferred: Bachelor’s degree in Communications, Journalism, Public Relations, Media, or a related field.
  • Preferred: Relevant short courses or professional training in media relations, digital communications, or public relations.
  • Preferred: Valid driver’s licence (Class 3), due to event and media support requirements.
Skills & Knowledge
  • Working knowledge of government communications environments and operating contexts.
  • Understanding of media relations practices, including engagement with print, broadcast, and digital media.
  • Knowledge of public relations principles, content development, and basic branding requirements.
  • Familiarity with government communication protocols, approvals, and reputational considerations.
  • Awareness of social, cultural, and political sensitivities relevant to public communications.
  • Communication Skills: Clear written and verbal communication skills, with the ability to prepare accurate and professional communications material.
  • Media Support Skills: Ability to support media coordination, press activities, and event-related communications in a fast-paced environment.
  • Organisational Skills: Strong ability to manage multiple tasks, meet deadlines, and support concurrent events or media activities.
  • Interpersonal Skills: Ability to work collaboratively with internal staff, media representatives, and external stakeholders.
  • Professional Conduct: Demonstrated integrity, discretion, and professionalism when handling public and media-facing activities.
  • Adaptability: Willingness to work flexible hours and respond to changing priorities during events or media engagements.
  • Dedication: Strong dedication to the advancement of NCDC, its goals, vision, and the development of Port Moresby.
Work Experience
  • Minimum of 2–3 years’ experience in communications, media support, public relations, or a related role.
  • Experience supporting media activities, public events, or communications outputs within a government, corporate, or community-based organisation is desirable.
