POSITION DESCRIPTION

PR01 – Occupational, Health, Safety and Environmental Officer

Kenmore Properties is seeking to recruit an experienced candidate to join our team for the position of Occupational, Health, Safety and Environmental Officer.

JOB SCOPE

Responsible for addressing the health, safety, environmental compliance matters in regards to supporting the Property Division of management and in delivering business transformation, improvement, and growth through professional and reliable delivery of health, safety and environment activities, objectives and programs.

MAIN DUTIES and RESPONSIBILITIES

  1. Monitor and ensure that all Health & Safety and Environmental and Compliance legislation are complied with and ensure a safe working environment for all division’s team members including all relevant stakeholders (contractors, visitors, service providers and the public) within the Property Division’s operations.
  2. Actively participate at all divisional levels, from strategy through to implementation to achieve HS & E systems, objectives and planned programs including compliance requirements by relative authority
  3. Lead by example as Safety champion to ensure commitment to the overall HS& E systems and objectives and conduct Continuous Improvement processes and procedures.
  4. Responsible for timely delivery and submission of the required OH&S Monthly consolidated report together with HS&E Key Statistics tracker.
  5. Work closely with rest of established division’s HS&E committee member at all times and KGOC cross-functional committees e.g. TB Committee, HIV/AIDS Committee and HS&E Committee.
  6. Prepare and maintain the Health Safety & Environment Plan for the Division in consultation with the Division’s General Manager and KGOC QHSE Manager.
  7. Provide employee internal training and development in accordance with Division’s policy and procedures. Assist with training employees on various Safety Standard Operating Procedures, Safety Programs, and safe work practices.
  8. Manage records and coordinate the control of risks and opportunities
  9. Responsible for timely delivery and submission of the required relevant HS&E files apart from HSE tracker and consolidated report which includes the Incident reports and recommendations including First Aid treatment register, Corrective Action Register, Divisional Committee meeting minutes, inspection reports and outcomes, COTO log, ERP, JHA, SWMS, Chemical Registers, Emergency drills trial reports and findings, training records, Pre-start and Toolbox Meeting records, etc.
  10. Control the day-to-day safe operations through demonstration of leadership by delivery of pre-start and toolbox meeting, auditing the emergency and fire equipment, meetings, conducting permit to work and training including updating documents and records for all aspects of the systems.
  11. Prepare facility inspection plan, carry out, co-ordinate and record HS &E inspections and chemical first aid and emergency equipment audits.
  12. Liaise with divisional management and staff to ensure continued HS &E integration into core operations and monitoring of staff performance to meet and/or exceed expectations towards HS& E compliances.
  13. Ensure all injured workers in the division are provided with timely rehabilitation and treatment plan is established and in-place
  14. Monitor internal (internal stakeholders) and external customer (external stakeholders) by direct liaison, deliver induction sessions, anticipate problems and take a pro-active approach to maintaining satisfaction and compliance as required.
  15. Performs miscellaneous job-related duties as assigned by the Divisional Top management.

SKILLS, KNOWLEDGE & ABILITIES

  1. Bachelor of Environment Health or related discipline.
  2. Had attended Safety Officer Levels 3 &4 Proficiency courses
  3. At least Attended Safety Officer Levels 1 & 2 Courses
  4. Minimum of 5 years’ experience in the same role
  5. Minimum of two years as a safety officer
  6. ICAM- Incident Cause Analysis Method
  7. Risk management and environmental trainings, other ISO standard trainings e.g. QMS, FSMS, etc.
  8. First Aid trained including application of CPR
  9. Knowledgeable with all aspects of the HS & E standards, relevant legislation and compliance requirements
  10. Proven soft-skills (time management, team oriented, team leader) certification would be
  11. Safety Champion
  12. Effective communication skills - written and verbal
  13. Pro-active, positive work attitude, reliable, self-motivated and predictable attendance.
  14. Work autonomously and with teams as required
  15. Ability to prioritize workloads

OTHER INFORMATION

  • Health - Excellent physical health. Employment may be subject to passing a medical assessment. COVID19 Vaccination Certificate to be included in the application
  • Police Clearance - Include current Police Clearance in the application.
  • Driver’s License – Valid Class 1 is essential. Include in application.
  • Working hours - Monday to Friday and once a fortnight on Saturdays. Due to emergencies, work at night, or on weekends may occur from time to time. Working on public holidays may be required if the need arises and Public Holiday pay is paid accordingly.
  • Location - Kenmore Limited Property Division- 6 Mile Industrial Area
  • Restrictions - This is position is for candidates who are already permanently living in Port Moresby. This position is open to PNG Citizens only.
  • Remuneration - Will be commensurate to qualifications and experience.
  • Probation - Full time employment will be subject to successful completion of a probationary period of three (3) months.
